rhan-oai e4e0c7070e Gate plugin usage instructions by model capability (#36792 )

## What changed

- Add `include_plugin_usage_instructions` to model metadata, defaulting to false.
- Emit generic plugin guidance only when plugins are available and the selected model enables it.
- Enable the capability for interactive model presets while leaving `codex-auto-review` opted out.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
