Eric Traut fea1d7f7d1 Add support for Academic Researchers plans (#55387)
## What changed

- Recognize `sci` and `sci_plus` in authentication, account responses, rate limits, and generated client schemas.
- Treat both plans as workspace accounts eligible for cloud configuration, and use business analytics routes.
- Display “Academic Researchers” and “Academic Researchers Plus” in the TUI and direct users to their admin when usage limits are reached.

## Testing

Add coverage for plan parsing, workspace classification, account and rate-limit responses, cloud configuration eligibility, analytics routing, TUI labels, and usage-limit guidance. Exercise installed-app refresh and listing with `sci_plus` authentication.

alishobeiri-oai de8fab6d7a Upgrade rmcp to 3.5.1 and harden lifecycle tests (#52972)
## What changed

- Update the pinned `rmcp` dependency and Cargo/Bazel lockfiles, and migrate MCP handlers and fixtures to `ClientConfig` and `ServerConfig`.
- Stop requiring responses for cancelled elicitation requests in cancellation tests while retaining checks for cleanup and continued connection usability.
- Handle client disconnects during WebSocket writes in the TUI test server, use an asynchronous HTTP mock for loopback proxy testing, and improve remote executor test diagnostics and the Windows subprocess fixture.
- Use `invalid_prompt` for the memory worker failure fixture.

## Testing

Add a regression test covering transport EOF during both form elicitation and user verification. Keep the client alive while checking that pending response channels close, the timeout pause clears, and the service exits with `QuitReason::Closed`.

Matthew Zeng 6d377e96eb Propagate Apps tool refreshes to existing threads (#43900)
## Why

Refreshing installed Apps without a thread should update the tools available to existing threads on their next turn.

## What changed

- Publish live tool catalogs to clients with matching transport, auth, protocol, and listing settings within the same account and home directory. Ignore the thread attribution header when matching scopes.
- Adopt updated tools before catalog reads and new calls, preserving running calls and rejecting calls prepared against an outdated catalog revision.
- Keep the newest successful fetch per scope so older refreshes cannot overwrite newer tools, and exclude disk snapshots from live updates.

## Testing

Add regression coverage for refresh propagation to an existing thread without another tools listing, scope and account isolation, out-of-order refreshes, late client startup, and running versus stale prepared calls.

Alex Daley 2cfee7de25 Refresh live thread tools through app/installed (#43039)
## Why

Calling `app/installed` with `threadId` and `forceRefresh: true` refreshed a separate runtime snapshot without updating the thread's tools for subsequent turns.

## What changed

Use the thread's current configuration and refresh its live app tools when a thread is specified. Account for the refreshed snapshot's model-visible tools when reporting `callable`. Requests without `threadId` continue to use a separate runtime for refreshes.

## Testing

Add integration coverage verifying that refreshed tools replace previous tools in subsequent model requests and can be called, and that a failed refresh preserves the last working tools. Extend thread configuration coverage to include forced refreshes.

Alex Zamoshchin 3666a46ea3 Remove the workspace settings gate for apps and plugins (#38994)
## What changed

- Stop fetching the ChatGPT workspace `enable_plugins` setting.
- Let the effective Codex feature configuration control app and plugin APIs,
plugin-provided skills and hooks, and experimental feature reporting.

thomas 61de0d8fe8 Upgrade rmcp to 3.0.0-beta.3 (#35720)
## What changed

- Update the `rmcp` model and transport integrations for `3.0.0-beta.3`.
- Preserve legacy `elicitation/create` form requests, schema defaults, metadata, and wire-format compatibility while adopting the new elicitation types.
- Harden OAuth discovery by using GET-first discovery without starting an MCP session, preventing cross-origin header redirects, validating authorization-server and callback issuers, and retaining compatibility with metadata that omits an issuer.
- Keep stored OAuth credentials readable and avoid requiring reauthorization after transient refresh failures.

## Testing

- Add coverage for legacy elicitation round trips, OAuth discovery variants, callback issuer validation, credential migration, and refresh failures.

pakrym-oai 10cc57c95c Simplify app-server integration test setup (#34786)
## What changed

- Add typed helpers for initialized app-server instances, JSON-RPC requests,
  responses, notifications, and thread startup.
- Add a composable `MockResponsesConfig` builder while preserving the existing
  mock config writers.
- Migrate the app-server integration suite to the shared helpers, removing
repeated request ID management, deserialization, initialization, and config
  assembly.

## Testing

- Add unit coverage for composing mock provider, feature, and extra config, and
for compatibility of the existing mock config writer.

Matthew Zeng a238b753af Add an API for reading installed app runtime state (#33843)
## What changed

- Add `app/installed` to return each connector observed in the committed runtime tool snapshot, including its runtime name and effective `enabled` and `callable` state.
- Support evaluating thread-specific configuration with `threadId` and refreshing the hosted connector tool snapshot with `forceRefresh`.
- Preserve observed connector identities as disabled when global or workspace policy disables Apps, and retain the previous snapshot when a refresh fails.

## Testing

- Cover cached and forced reads, policy and configuration filtering, thread-specific configuration, snapshot refresh failures, and protocol serialization.
