af7f6f4d34 Include item start times in completion events (#35363)
## What changed

- Add an optional `started_at_ms` field to `ItemCompletedEvent`, retaining
  compatibility with older persisted events that lack it.
- Track the first start timestamp for each in-flight item and attach it when
  emitting and persisting the completion event. If no start was recorded, use
  the completion timestamp as a fallback.
- Emit a complete start/completion lifecycle for subagent activity items.

## Testing

- Cover concurrent item timing, repeated starts, turn-boundary cleanup, the
  missing-start fallback, subagent activity, and persisted web-search events.

7bafdada8b Separate Codex error details from retry metadata (#34996)

- Wrap `CodexErrorDetails` and an optional retry delay in `CodexErr`, allowing any mapped error to preserve server-provided retry timing.
- Generate the payload-free `CodexErrKind` classification alongside the error details and reuse it for analytics.
- Update error handling sites to inspect `CodexErr::details()` while preserving existing display, debug, protocol mapping, and retryability behavior.

## Testing

08ae0fc0ce Consolidate thread startup around StartThreadOptions (#34814)

4a443994bd Always assign response item IDs (#34645)
## What changed

- Assign IDs to client-created response items in every session, including streamed items, forked history, compaction results, and non-OpenAI provider requests.
- Preserve server-provided IDs and stable generated IDs across persisted and resumed conversations while continuing to omit unprefixed server IDs from outbound requests.
- Retire `features.item_ids` as a configurable feature. Existing configuration and CLI toggles remain accepted as compatibility no-ops.

## Testing

b7983c2a07 Restore agent roles when reloading v2 sub-agents (#33657)
## Why

Durable v2 sub-agents can be lazily reloaded after their root session resumes. The reload path restored the agent identity but did not reapply the agent's selected role configuration.

## What changed

- Recover the agent role from the resumed session source and apply it before reloading the sub-agent.
- Preserve the runtime approval policy, approval reviewer, working directory, and permission profile while applying the role.

## Testing

Extend the cold-resume integration test to verify that the reloaded worker retains its role-defined instructions, model, provider, reasoning effort, and permission profile.

9ff47868eb Expose spawn agent types only when roles are configured (#33572)
## Why

The `agent_type` argument is only useful when agent roles are configured. Avoid
advertising an inapplicable override in the model-visible `spawn_agent` schema.

## What changed

- Include `agent_type` in the V1 and V2 spawn tools only when configured roles
  are available.
- Clarify that `agent_type` is an explicit override and document its interaction
  with context forking.
- Remove the unused `agents.support_agent_type` configuration field.

## Testing

- Add coverage for hiding `agent_type` without roles and exposing it when a role

03bb3b1236 Unify multi-agent settings under agents (#33550)

2be648ba4a Preserve paginated history for spawned subagents (#33432)
## What changed

- Inherit paginated history mode when spawning or forking a subagent from a paginated parent.
- Load the parent's model context when forking and persist it as an inherited rollout prefix, while excluding that prefix from the child's projected turns, items, and metadata.
- Record the boundary between inherited context and child history, and reject partially initialized paginated subagent rollouts on resume.
- Resume paginated subagents from their stored model context instead of legacy rollout history.

## Testing

Added coverage for fresh and forked paginated subagents, compacted-history forks, model-context resume, inherited-prefix projection, metadata isolation, and incomplete-prefix detection.

e4711f2a3b Separate session state from session I/O (#33209)

- Replace the combined `Codex` wrapper with an `Arc<Session>` and a dedicated
  `SessionIo` handle for submissions, events, status, and loop termination.

8604689ec5 Allow injecting the Codex Apps tools cache (#33113)

80c6cd3014 Allow injecting the models manager into ThreadManager (#32911)
## Why

Embedding callers need to control whether model catalogs are persisted to disk.

## What changed

- Accept a shared models manager when constructing `ThreadManager` instead of always creating a cached manager internally.
- Add provider APIs for creating uncached model managers. OpenAI-compatible providers fetch on each `OnlineIfUncached` refresh without reading or writing `models_cache.json`.
- Keep existing app server, MCP server, sample, and test callers on the standard cached manager.

## Testing

- Verify an uncached manager fetches on every refresh.
- Verify an injected uncached manager controls thread refresh behavior and does not create `models_cache.json`.

088239294a Restore V2 agent identities on root thread resume (#32837)
## Why

After a cold resume, a Multi-Agent V2 root thread must still be able to
address its persisted descendants even though their runtimes are not reopened
eagerly.

## What changed

- Restore metadata for open descendant agents when resuming a V2 root thread.
- Preserve each descendant's path, nickname, and role while leaving its runtime
  unloaded until a message targets it.
- Reuse the spawn metadata preparation path so restored identities retain the
  same reservation and naming checks as newly spawned agents.

## Testing

Added an end-to-end cold-resume test that follows up with a persisted agent by
name and verifies that the original agent thread is loaded on demand.

c9d52de5ca Require prefixes for outbound response item IDs (#32312)

- Add a `ResponseItemId` type that generates item-specific prefixes with UUIDv7 suffixes and use it across response items.
- Keep deserialization permissive for legacy histories, but omit empty or unprefixed item IDs from HTTP and WebSocket requests.

c4318c386d Include terminal errors in turn completion events (#32280)

- Add an optional `error` payload to `TurnCompleteEvent` and omit it when a turn completes without an error.
- Preserve the full terminal `ErrorEvent` through the turn lifecycle so the completion event includes the same error details emitted separately by `EventMsg::Error`.

## Testing

- Extend the stream-error integration test to verify that `TurnCompleteEvent` contains the emitted error and that the next turn can still proceed.

bca577d69a Include start times in terminal turn events (#32263)
## What changed

- Add an optional `started_at` Unix timestamp to `TurnCompleteEvent` and
  `TurnAbortedEvent`.
- Populate the timestamp from turn timing state when a turn completes or is
  aborted.
- Preserve the timestamp when synthesizing interrupted fork history and when
  importing external sessions.

## Testing

- Verify that interrupting a turn emits a `TurnAbortedEvent` with a start
  timestamp.

129ea2aaf5 Log multi-agent communication lifecycle (#30872)
## Why

[#30867](https://github.com/openai/codex/pull/30867) makes
`submit_inter_agent_communication` the common outbound sink for
multi-agent v2 communications. This follow-up uses that single point to
log every communication lifecycle without requiring new hooks as spawn,
messaging, follow-up, or result paths evolve.

For each communication, the logs need to identify its type, sender and
receiver threads, and content, while correlating the successful send
with receipt by the destination mailbox. The logging path must not query
externally supplied time providers because those calls can be expensive
for app-server clients.

## What changed

- Added structured `INFO` events on the OpenTelemetry-exported
`codex_otel.agent_communication` target for `spawn`, `message`,
`followup`, and `result` communications.
- Logged successful sends from `submit_inter_agent_communication` with
the communication kind, sender and receiver thread IDs, content, and
submission ID.
- Logged receives after the communication has been enqueued in the
receiver mailbox, using the same submission ID.
- Avoided time-provider calls and other asynchronous work in the logging
path.
- Narrowed ordinary spawn and send-input APIs to `Vec<UserInput>` so
`Op::InterAgentCommunication` cannot bypass the context-bearing
centralized path.

The refactor does not change submission IDs, capacity checks, last-task
bookkeeping, mailbox ordering, protocol types, rollout data, or
model-visible context.

## Event shape

Illustrative JSON representation of the two independently emitted
records:

Consumers join the receive record to the send record by
`communication_id` for the immutable communication metadata.

## Testing

- Extended the existing end-to-end multi-agent v2 spawn test to verify
content, both thread IDs, and a correlated send/receive submission ID.
- Re-ran focused control and handler coverage for direct messages,
follow-up tasks, and completion results.

a98a21798c Consolidate multi-agent v2 communication sends (#30867)
## Why

Multi-agent v2 communications currently use separate outbound paths:
direct messages, follow-up tasks, and completion results go through
`send_inter_agent_communication`, while a spawn's initial message goes
through the generic input submission path. That split makes it difficult
to add complete communication lifecycle logging in one place.

This refactor makes `submit_inter_agent_communication` the common sink
for those paths, preparing the follow-up observability work discussed in
[#30516](https://github.com/openai/codex/pull/30516).

## What changed

- Routed all current outbound `InterAgentCommunication` paths in
`AgentControl`—direct messages, follow-up tasks, completion results, and
multi-agent v2 spawn initial messages—through
`submit_inter_agent_communication`.
- Centralized the actual submission and last-task-message bookkeeping
there, providing one place for the follow-up PR to instrument
communication creation and successful enqueue.
- Left non-communication input handling and the multi-agent v1 spawn
flow unchanged.

## Testing

- `just test -p codex-core 'agent::control::tests::'` (51 passed)
- `just test -p codex-core
'suite::subagent_notifications::encrypted_multi_agent_v2_spawn_sends_agent_message_to_child'`

5267e805fb feat(app-server): add history_mode to thread (#29927)
## Description

This PR adds a new `historyMode = "legacy" | "paginated"` to `Thread`.
This will be stored in `SessionMeta` in the JSONL rollout file and as a
new column in the SQLite thread_metadata table, and exposed on
`thread/start` and on the `Thread` object in app-server.

## What changed

- Added canonical `ThreadHistoryMode` with `legacy` and `paginated`,
defaulting old and new SessionMeta to `legacy`.
- Carried `history_mode` through core session config, ThreadStore stored
metadata, local/in-memory stores, rollout metadata extraction, and the
existing SQLite `threads` table.
- Added experimental `historyMode` to app-server v2 `Thread` and
`thread/start`.
- Made paginated stored threads metadata-discoverable but unsupported
for legacy full-history reads, `load_history`, live resume, and create
paths.
- Regenerated app-server schema fixtures and added
protocol/state/thread-store/app-server coverage for persistence and
fail-closed behavior.

## Compatibility floor
Because users may be running various versions of Codex binaries on the
same machine (TUI, Codex App, etc.), we will need to establish a
compatibility floor for upcoming paginated threads, which will change
how thread storage reads and writes work.

The overall plan here:

Release N:
- Add historyMode to SessionMeta / Thread / SQLite metadata.
- Teach binaries to understand paginated threads.
- If a binary sees `historyMode="paginated"` but does not support the paginated contract, it refuses to resume/mutate the thread.
- Default remains `"legacy"`.

Release N+1:
- First-party clients start opting into paginated threads where appropriate.
- Internal dogfood / staged rollout.
- Measure old-client usage and paginated-thread unsupported errors.

Release N+2:
- Only after Release N+ is overwhelmingly deployed, make paginated the default.
- Accept that a small tail of N-1-or-older binaries may not understand paginated threads.

The important behavior change is fail-closed handling for a binary that
encounters a persisted `paginated` thread before it knows how to fully
support paginated history. In app-server, if a thread is `paginated`, we
will:

- allow metadata-only discovery paths like `thread/list` and
`thread/read(includeTurns=false)`, so clients can still see the thread
and inspect its `historyMode`
- reject legacy full-history/live-thread paths like
`thread/read(includeTurns=true)` and `thread/resume` with an unsupported
JSON-RPC error
- avoid silently treating an unknown or future `historyMode` as `legacy`

Under the hood, the ThreadStore layer also rejects legacy operations
that would need to load or replay the full thread history for a
paginated thread. That gives us the behavior we want for Release N:
future paginated threads are visible, but this binary fails closed
instead of trying to operate on them as if they were legacy threads.

6d9dbacf1a feat: add provider-aware model fallback to thread start (#29942)
## Why

Helper threads such as task title generation can request a model ID that
is valid for the default OpenAI provider but unavailable from the active
provider. With Amazon Bedrock, `gpt-5.4-mini` is rejected while the
provider static catalog exposes Bedrock model IDs such as
`openai.gpt-5.5` and `openai.gpt-5.4`. This causes repeated background
404s and can surface a misleading turn error even when the main turn
succeeds.

Clients need an explicit way to ask app-server to resolve an unavailable
helper model to the active provider default. That fallback must remain
limited to providers with an authoritative static catalog so custom or
dynamically discovered model IDs are not rewritten based on an
incomplete catalog.

Fixes #28741.

## What changed

- Add the experimental `allowProviderModelFallback` option to
`thread/start`, defaulting to `false` to preserve existing behavior.
- Thread the option through thread creation and model selection.
- When enabled for a static model manager, preserve requested models
present in the catalog and replace unavailable models with the provider
default.
- Continue preserving explicit model IDs for dynamic model managers
without fetching a catalog solely to validate them.
- Document the new `thread/start` behavior in the app-server API
overview.

## Test

8f02973d25 Persist selected capability roots and resolve availability per model step (#29856)
## Why

`selectedCapabilityRoots` is durable thread intent: “use this capability
root from environment `worker`.”

The important product assumption is:

> One environment ID always names the same logical executor and stable
contents.

`worker` does not silently change from executor A to an unrelated
executor B. The process-local connection handle for `worker` can still
be replaced while Codex is running, though, for example when
`environment/add` registers a fresh handle for the same logical
environment.

The thread should persist only the stable selection. Each model step
should pair that selection with the exact ready handle captured for that
step.

## The boundary

The environment ID is the stable identity and cache key. The
`Arc<Environment>` is only a process-local handle retained so consumers
of one model step use the same captured environment. It is never
persisted and it does not imply different environment contents.

## What changes

### Persist the stable selection

Selected roots are written into `SessionMeta` and restored with the
thread. Forked subagents inherit the same selections, including
bounded-history forks.

Only stable data is persisted: root ID, environment ID, and root path.

### Capture readiness together with the exact handle

The environment snapshot records:

This prevents readiness and execution from coming from different
registry snapshots.

For example:

Without carrying handle A in the snapshot, the resolver could combine “A
was ready” with handle B and treat B as ready before it had finished
starting.

This does not change cache invalidation. Stable capability metadata
remains identified by environment ID and capability root. Replacing a
process-local handle under the same stable environment ID does not
invalidate or rediscover that metadata.

### Resolve availability per model step

- A ready captured environment produces resolved roots using its
captured handle.
- A starting, missing, or failed environment is omitted from that step.
- A selected lazy environment that is outside the turn's captured
environment set is asked to start, and a later step can observe it as
ready.
- No capability files are scanned here.

Transient transport disconnects remain the remote client's reconnect
concern. This PR models initial attachment/readiness; it does not add
live socket-connectivity state.

## Example

Temporary unavailability does not discard the durable selection. Later
PRs can retain stable metadata caches while projecting only currently
available capabilities into model-visible World State.

## Compatibility

The app-server request shape does not change. Older rollouts without
`selected_capability_roots` deserialize to an empty list.

## Stack

1. **This PR:** persist stable selected roots and resolve them through
an exact model-step handle.

df1199fddb [codex] Add Ultra reasoning effort (#29899)
## Why

Ultra should be one user-facing reasoning selection for work that
benefits from both maximum reasoning and proactive multi-agent
delegation. Without it, clients must coordinate maximum reasoning with
the experimental `multiAgentMode` setting, even though the inference
backend still expects its existing `max` effort value.

This change makes reasoning effort the source of truth: clients select
`ultra`, core derives proactive multi-agent behavior when the turn is
eligible for multi-agent V2, and inference requests continue to use the
backend-compatible `max` value.

## What changed

- Add `ultra` as a first-class reasoning effort and preserve
model-catalog ordering when exposing it to clients.
- Convert `ultra` to `max` at the inference request boundary, including
Responses HTTP/WebSocket requests, startup prewarm, compaction, and
memory summarization.
- Derive effective multi-agent mode per turn from effective reasoning
effort:
  - eligible multi-agent V2 + `ultra` → `proactive`
  - eligible multi-agent V2 + any other effort → `explicitRequestOnly`
- V1 or otherwise ineligible sessions → no multi-agent mode instruction
- Keep the derived effective mode in turn context history so successive
turns can emit a developer-message update only when the effective mode
changes.
- Remove selected multi-agent mode from core session configuration, turn
construction, thread settings, resume/fork restoration, and subagent
spawn plumbing. Subagents inherit reasoning effort and derive their own
effective mode.
- Retain the experimental app-server `multiAgentMode` fields for wire
compatibility while marking them deprecated. Request values are accepted
but ignored; compatibility response fields report `explicitRequestOnly`.
- Display Ultra in the TUI using the order supplied by `model/list`.

fa036d39aa [2/3] core: persist world state in rollouts (#29835)
## Why

`WorldState` currently remembers its model-visible diff baseline only in
memory. That leaves no durable source for restoring the exact baseline
after resume, fork, rollback, or compaction.

This is the second PR in the WorldState persistence stack, built on
#29833 and following #29249. It records durable state transitions; the
next PR will replay them during rollout reconstruction.

## What

- Add a `world_state` rollout item containing either a full snapshot or
an RFC 7386 JSON Merge Patch.
- Persist a full snapshot after initial context and after compaction
establishes a new context window.
- Persist non-empty patches when later sampling steps or turns advance
the WorldState baseline.
- Write model-visible history before its matching WorldState record, so
an interrupted write can only cause a safe repeated update on replay.
- Preserve WorldState records for full-history forks while excluding
them from thread previews, metadata, and app-server history
materialization.

Older binaries read rollout lines independently, so they skip the
unknown `world_state` records while retaining the rest of the thread.

ece1dfece0 [codex] Inject agent graph store into ThreadManager (#29736)
Pick up the AgentGraphStore migration.

- Inject an explicit optional agent graph store into `ThreadManager` 
- Move all calls to spawn, close, recursive resume, and
subtree/archive/delete/feedback traversal through it
- Keep using  `LocalAgentGraphStore` when SQLite is available

This required some changes to the interface to deal with futures:

- The interface now matches `ThreadStore`'s object-safe pattern by
returning a boxed `AgentGraphStoreFuture` directly, allowing
`ThreadManager` to hold `Arc<dyn AgentGraphStore>`

*Slight behavior change!* Unfiltered subtree enumeration now performs a
single all-status breadth-first traversal, so a closed grandchild
beneath an open edge is included; the previous Open-then-Closed
traversals could not cross mixed-status paths and silently omitted it.

1d65ccabd5 config: own layer provenance types (#29722)
## Why

Config layer provenance describes how effective configuration was
assembled, so it belongs with the config loader rather than in
app-server's serialized API types.

## What changed

- Moved `ConfigLayerSource`, `ConfigLayerMetadata`, and `ConfigLayer`
ownership into `codex-config`.
- Kept app-server's wire payloads unchanged and added explicit
conversions at the app boundary.
- Removed lower-level app-server-protocol dependencies from config
consumers.

1acb722e8a Support thread-level originator overrides (#29477)
## Why

Work(TPP) threads can be launched from the Desktop app, but if they all
keep the Desktop app's default originator then downstream attribution
cannot distinguish local Work launches from cloud-backed Work launches.
`thread/start.serviceName` already carries that launch signal, while
`SessionMeta.originator` is the durable thread-level value that survives
resume and fork.

This change converts the Desktop Work service names into an effective
originator at thread creation time, persists that originator with the
thread, and keeps using it for later model requests and memory writes.

## What changed

- Map `CODEX_WORK_LOCAL` and `CODEX_WORK_CLOUD` service names to
per-thread originators, while preserving
`CODEX_INTERNAL_ORIGINATOR_OVERRIDE` as the highest-precedence override.
- Persist the effective originator in `SessionMeta.originator`, read it
back on resume/fork, and inherit the parent originator for subagent
spawns when there is no persisted session metadata.
- Handle truncated `SpawnAgentForkMode::LastNTurns` forks by falling
back to the live parent originator when the forked history no longer
includes `SessionMeta`.
- Thread the per-thread originator through Responses headers,
websocket/compaction request paths, thread-store creation, rollout
metadata, and memory stage-one telemetry.

330ae6a516 Share resumed rollout history (#28426)
## Summary

Resuming a persisted thread currently deep-clones its complete rollout
history several times. `InitialHistory` is retained for the app-server
response, copied into thread persistence, and copied again by read-only
accessors. These copies scale with the complete rollout rather than the
bounded model context and add measurable latency for large sessions.

This change stores resumed rollout history in `Arc<Vec<RolloutItem>>`.
Rollout loading wraps the parsed vector once, while app-server response
construction, session initialization, and thread persistence share it
through inexpensive `Arc` clones. Read-only history access now returns a
borrowed slice, and fork paths use `Arc::unwrap_or_clone` where they
genuinely need mutable ownership. Rollout reconstruction also consumes
its temporary context instead of cloning the reconstructed model
history.

The serialized representation remains unchanged. In an artificial 123 MB
rollout benchmark, sharing resumed history reduced cold resume latency
by roughly 9–10%. The affected crates compile with their test targets,
all 80 thread-store tests pass, and the Bazel dependency lock remains
valid.

33cc928d33 [codex] Use input items for Responses Lite tools (#27946)
When using Responses Lite, we should all use `additional_tools` and a
developer item instead of the top level tools array & instructions
field. This keeps things 1-to-1.

Forced namespacing for _all_ tools will land in a following PR after
some coordination & fixes in Responses API (around collisions & return
items).

The goal is to eventually expand the scope of this to _all_ requests
from codex, but that will require larger coordination across providers &
slower rollout.

4a82ecc3c9 feat(core): store turn_id on ResponseItem metadata (#28360)
## Description

This PR is a followup to https://github.com/openai/codex/pull/28355 and
starts assigning `internal_chat_message_metadata_passthrough.turn_id` to
durable Responses API items created during a turn.

The goal is that those items keep the `turn_id` that introduced them
when Codex resends stateless HTTP context, reconstructs history for
resume/fork paths, or reuses websocket response state.

## What changed

- Set `internal_chat_message_metadata_passthrough.turn_id` when missing
as response items enter durable history, initial/replacement history,
inter-agent communication history, and local compaction summaries.
- Preserve existing item turn IDs instead of overwriting them during
persistence, resume reconstruction, compaction, forked history, and
websocket incremental reuse.
- Keep `compaction_trigger` fieldless because it is a request control,
not a durable response item.
- Update focused history/request assertions and fixtures for stateless
requests, websocket incrementals, compaction, thread injection, prompt
debug, and related CI coverage.

c03742ca0a Simplify multi-agent mode controls (#29324)
## Why

Multi-agent delegation policy was split across `multiAgentMode`,
`features.multi_agent_mode`, and `usage_hint_enabled`. These controls
could disagree: a requested mode could be downgraded by the feature
flag, and disabling usage hints also disabled mode instructions.

Some clients also need multi-agent tools without adding
delegation-policy text to model context. The previous two-mode API could
not express that directly.

## What changed

`multiAgentMode` is now the only live delegation-policy control:

The rendered `<token_budget>` fragment identifies the thread and current
context window, but it does not expose enough lineage to identify the
first window in the thread or the immediately preceding window. Those
IDs also need to remain stable across compaction, resume, and rollback.

- Track first, previous, and current UUIDv7 context-window IDs in
auto-compaction state.
- Render `thread_id`, `first_window_id`, `previous_window_id`, and the
current window ID in the full `<token_budget>` fragment.
- Persist the first and previous window IDs in compacted rollout
checkpoints and restore them during rollout reconstruction.
- Preserve compatibility with older compacted records that do not

## Why

Once multi-agent mode can be selected per turn, clients also need to
choose the initial selection when creating a thread and observe that
selection through lifecycle and settings APIs.

The selected value is intentionally distinct from the effective
model-visible value: no client selection is represented as `null`, even
though an eligible multi-agent v2 turn derives `explicitRequestOnly` as
its effective default.

## What changed

- Add the optional experimental `thread/start.multiAgentMode` parameter
and pass it through thread creation.
- Preserve an omitted initial value as an unset selection rather than
eagerly storing `explicitRequestOnly`.
- Apply an explicit `thread/start` selection to the first turn through
the session configuration established at thread creation.
- Restore the latest persisted effective mode as the selected baseline
on cold resume when rollout history contains one.
- Inherit the optional selected mode from a loaded parent when creating
related runtime threads.
- Return the current selected `multiAgentMode` from `thread/start`,
`thread/resume`, `thread/fork`, and thread settings, using `null` when
no mode is selected.
- Keep lifecycle reporting independent from model capability and feature
eligibility; core turn construction remains responsible for calculating
and persisting the effective mode.

## Not covered

- Clearing an existing loaded-session selection back to unset through
`turn/start`; omitted or `null` currently retains the session's
selection.
- A TUI control, slash command, or `config.toml` preference.

## Verification

The focused app-server coverage verifies explicit `thread/start`

5c12034e42 core: add UUIDv7 context window IDs (#28953)
## Why

The token-budget context currently identifies a context window by its
thread-local sequence number. A UUIDv7 gives the model a stable opaque
identity that remains fixed for a window and rotates when compaction or
`new_context` starts the next one.

## What changed

- Preserve the existing monotonic value as `window_number` and add a
UUIDv7 `window_id` to `CompactedItem`.
- Generate and rotate the UUID with auto-compaction window state,
persist it alongside the number, and reconstruct it on resume and
rollback.
- Accept legacy compacted rollout records where the numeric `window_id`
represented the window number.
- Use the UUID only in token-budget context; existing request headers
and metadata continue using `thread_id:window_number`.

## Summary

- Preserve raw plugin skill-root snapshots in the matching loaded-plugin
cache entry, keyed by the effective plugin root identity including
namespace.
- Pass those snapshots through `SkillsLoadInput` as an optional preload,
so session startup reuses plugin parsing while ordinary skill loads pass
`None`.
- Keep plugin skill loading cohesive: the existing loaders accept the
optional snapshots directly, and uncached or marketplace-detail paths do
not create a cache.

## Why

Plugin discovery already parses plugin skills to determine available
capabilities. Cold session startup then scanned and parsed the same
roots again while building the skills snapshot.

This solves the same duplicate-work problem as #28623 while keeping
ownership narrow: `PluginsManager` creates and owns
`PluginSkillSnapshots` only for its loaded-plugin cache entry;
`SkillsService` consumes an optional clone. Entry replacement or
clearing naturally drops the snapshots, with no separate generation,
capacity policy, or watcher coupling.

32a696dbac [codex] rollout budget implementation (varlength 2/N) (#28494)
## Stack

Depends on #28746. This PR implements shared rollout-budget accounting
and model-visible reminders using the configuration defined in #28746.

# Description / Main changes to Core:

`AgentControl` will now be the area where "rollout level" features &
accounting will have to live. It is incorrectly named for this
responsibility, but I think it can hold all the necessary shared state &
features (rollout token budget, mutliple thread interruption
responsibilitym etc)

In this PR, we have one "token ledger" that each thread will subtract
from when sampling. The "charge" will occur when response.completed() is
done and the calculation will be done on the responses api usage
carrier. The calculation will weigh sampling and pre-fill tokens as
specified.

Every time the budget crosses the configured reminder threshold, a
developer message is appended before the thread's next request

This remaining budget will _always_ be restated/reminded after a
compaction event.

Expiration and fan-out interruption will be in the stacked follow-up
(and also live in Agent Control).

## Reminders

"You have weighted {session_tokens_left} tokens left in the shared
session token budget."

The first request in each thread context receives the current remainder.
Later reminders are emitted after aggregate weighted usage crosses a
configured interval. If several intervals are crossed before a thread
sends another request, Core inserts one reminder with the latest
remainder.

Compaction response usage is charged before the next context starts. The
next reminder is appended after the compaction summary, leaving the
initial context content stable.

## Tests

Integration coverage verifies:

- weighted output and non-cached input accounting
- initial and periodic reminders
- shared accounting between a root and sub-agent
- post-compaction remainder and message placement

Local checks:

- `just fmt`
- `just test -p codex-core rollout_budget`
- `git diff --check`

The full workspace test suite was not run locally.

dbd2857f4b [codex] Add optional IDs to response items (#28812)
## Why

`ResponseItem` variants do not have a consistent internal ID shape: some
variants carry required IDs, some carry optional IDs, and some cannot
represent an ID at all. The existing fields also use inconsistent serde,
TypeScript, and JSON-schema annotations. A single enum-level access path
is needed before history recording can assign and retain IDs.

This PR establishes that internal model only. It intentionally does not
generate or serialize IDs; allocation and wire persistence are isolated
in the stacked follow-up.

## What changed

- Give every concrete `ResponseItem` variant an `Option<String>` ID
field.
- Apply the same internal-only annotations to every ID field:
`#[serde(default, skip_serializing)]`, `#[ts(skip)]`, and
`#[schemars(skip)]`.
- Add `ResponseItem::id()` and `ResponseItem::set_id()` as the shared
accessors.
- Preserve IDs when history items are rewritten for truncation.
- Adapt consumers that previously assumed reasoning and image-generation
IDs were required.
- Regenerate app-server schemas so the hidden fields are represented
consistently.

The serde catch-all `ResponseItem::Other` remains ID-less because it
must remain a unit variant.

0318381762 Replace SkillsManager with SkillsService (#28705)
## Why

Host skill discovery was still exposed as a manager even though it is a
process-owned service shared by sessions, the app-server catalog, and
file-watcher invalidation. The skills extension also consumed an ad hoc
loaded-skills wrapper instead of a named immutable snapshot.

## What changed

- replace `SkillsManager` with concrete `SkillsService`
- make the service cache and return immutable `HostSkillsSnapshot`
values
- migrate the skills extension host provider to the snapshot boundary
- migrate app-server catalog, watcher, and invalidation paths to the
service

This keeps the service limited to host discovery, caching, roots, and
invalidation. Catalog rendering and invocation remain extension
responsibilities for the next stacked change.

5b22a8e5b1 feat: render typed envelopes for multi-agent v2 messages (#28368)
## Why

Multi-agent v2 messages need a consistent, model-visible envelope that
identifies what kind of interaction occurred, who sent it, and which
agent it targets. Previously, encrypted deliveries exposed only
`encrypted_content`, while child completion used the legacy
`<subagent_notification>` shape. That meant the client could not
consistently present `NEW_TASK`, `MESSAGE`, and `FINAL_ANSWER` using the
same format.

This change adds the routing envelope as plaintext while keeping task
and message payloads encrypted. No new Responses API field is required:
an encrypted delivery is represented as an `input_text` header
immediately followed by its existing `encrypted_content` item.

Every envelope now follows this shape:

022f1221e8 [codex] Bind shell snapshots to retained thread environments (#28421)
## Why

Shell snapshots are currently session-scoped even though shell and cwd
are properties of a selected turn environment. That makes snapshot
refresh depend on separate session-cwd plumbing, prevents retained
environments from retaining their snapshot work, and can make snapshot
construction use a different shell than command execution.

This follows #27955 by making the retained thread-environment service
own environment snapshot lifecycles. Session configuration remains the
requested selection state, while `ThreadEnvironments` remains the source
of successfully resolved environments.

## What changed

- Configure the shell-snapshot builder before initial environment
resolution.
- Start each local environment snapshot task when its `TurnEnvironment`
is built and retain that shared task while environment ID and cwd still
match.
- Inherit retained environment snapshots into spawned child threads.
- Carry the selected `TurnEnvironment` through shell runtimes so
snapshot construction and command execution use the same
environment-specific shell and cwd.
- Load project instructions and warm plugins/skills after initial
environment resolution.
- Continue decoding invalid UTF-8 instruction files lossily without
emitting a startup warning.
- Keep requested selections in `SessionConfiguration`; failed or
duplicate resolutions only affect the resolved environment snapshot.

## Validation

- `cargo check -p codex-core --tests`
- `just test -p codex-home instructions` (6 passed)
- Focused environment, instruction, shell-snapshot, and user-shell tests
(84 passed)

040dafa32d feat(core): add metadata field to ResponseItem (#28355)
## Description

This PR adds an optional `metadata` field to `ResponseItem` for
Responses API calls. Only mechanical plumbing, no actual values
populated and sent yet. Turns out just adding a new field to
`ResponseItem` has quite a large blast radius already.

This change is backwards compatible because `metadata` is optional and
omitted when absent, so existing response items and rollout history
without it still deserialize and requests that do not set it keep the
same wire shape. For provider compatibility, we strip out `metadata`
before non-OpenAI Responses requests so Azure and AWS Bedrock never see
this field.

My followup PR here will actually make use of it to start storing and
passing along `turn_id`: https://github.com/openai/codex/pull/28360

## What changed

- Added `ResponseItemMetadata` with optional `turn_id`, plus optional
`metadata` on Responses API item variants and inter-agent communication.
- Preserved item metadata through response-item rewrites such as
truncation, missing tool-output synthesis, compaction history
rebuilding, visible-history conversion, rollout/resume, and generated
app-server schemas/types.
- Strip item metadata from non-OpenAI Responses requests while
preserving it for OpenAI-shaped requests.
- Updated the mechanical fixture/test construction churn required by the
new optional field.

1aa3e432cc [codex] simplify shell snapshot ownership (#27756)
## Why

Shell snapshot lifecycle state was split between `Shell` and
`SessionServices`: `Shell` carried the receiver while session code
exposed and forwarded the raw sender. That coupled shell identity to
mutable snapshot state and made refresh, inheritance, and file lifetime
harder to reason about.

## What changed

- make each `Arc<ShellSnapshot>` represent one cwd-specific snapshot
generation
- store the active generation in `SessionServices` with `ArcSwapOption`
- have construction start the background build and expose only a
cwd-validated snapshot path
- use `ShellSnapshotFile` ownership to delete snapshot files
automatically
- pass snapshot paths explicitly to shell runtimes instead of storing
snapshot state on `Shell`
- preserve inherited and in-flight generations by pinning their `Arc`
while they are in use

8f2d6416ce Support plaintext agent messages (#27830)
## Why

Multi-agent v2 `send_message` deliveries already reach the receiving
model as typed `agent_message` items with encrypted content.
Child-completion notifications are generated by Codex itself, so their
content is plaintext and previously fell back to a serialized JSON
envelope inside an assistant message.

With plaintext `input_text` supported for `agent_message`, both delivery
paths can use the same model-visible type while preserving explicit
author and recipient metadata.

## What changed

- add plaintext `input_text` support to `AgentMessageInputContent` and
regenerate the affected app-server schemas
- preserve `InterAgentCommunication` as structured mailbox input instead
of converting it to assistant text
- record delivered communications as typed `agent_message` history items
- persist a dedicated rollout item so local delivery metadata such as
`trigger_turn` remains available without leaking into the Responses
request
- reconstruct typed agent messages on resume and preserve fork-turn
truncation behavior
- remove request-time assistant-content parsing
- preserve plaintext and encrypted inter-agent deliveries in stage-one
memory inputs
- normalize and link plaintext and encrypted agent messages in rollout
traces without treating inbound messages as child results
- cover the real MultiAgent V2 child-completion path end to end with
deterministic mailbox synchronization
