7c098d8741 Gate new turn submissions on host shutdown admission (#43943)
## Why

Hosts need to stop new turn-input work during shutdown without consuming pending input or preventing already-running delegated work from finishing.

## What changed

- Add an optional `TurnStartAdmission` extension gate, checked before reserving or starting a new turn. Hosts without a gate retain existing behavior.
- Return `NotSubmittedReason::ServerDraining` for refused starts and surface an app-server error instructing clients to reconnect and retry.
- Keep steering, parent-delegated subagent input, and memory-only mailbox wakeups available during drain, while gating automatic starts.
- Close realtime conversations with an ordered handoff, error, and close event sequence when a handoff is refused during drain.

## Testing

Add regression coverage for rejected input staying out of subsequent requests, persisted queue items remaining available for later starts, delegated agent and review work completing during drain, mailbox wakeups, and realtime handoff error ordering.

538900ee76 Add turn trigger metadata (#40665)
## What changed

- Add an optional `turnTrigger` field to app-server `turn/start` requests and
  expose it in the generated protocol schemas.
- Propagate non-empty trigger values to Responses request metadata as the
  reserved `turn_trigger` field, while preserving the original value when a
  request steers an active turn.
- Classify turns started by queue dispatch, goal continuation, retry recovery,
  and realtime handoff.

## Testing

- Cover HTTP and WebSocket metadata forwarding, steering behavior, reserved
  metadata handling, and the built-in trigger classifications.

eeb82a156d Dispatch queued messages written by other processes (#39034)
## Why

Durable thread queues can be updated through another SQLite connection, but loaded idle threads need to notice those updates before they can dispatch the new messages.

## What changed

- Track a durable revision for each thread queue, including backfilling existing queues and updating revisions on inserts, updates, and deletes.
- Poll SQLite's data version and query revisions to find changed queues for loaded threads.
- Wake idle threads with pending external messages, discover queued work when threads are loaded or resumed, and retry each thread independently so one blocked queue does not stall others.

## Testing

- Cover cross-runtime queue writes, edits, independent dispatch, wake retries, and resumed threads.
- Cover migration backfills and revision tracking for queue updates and deletes.

9341b38310 Add experimental thread queue APIs to app server (#38456)
## What changed

- Add experimental `thread/queue/add`, `list`, `update`, `delete`, `reorder`, and `start` requests for persistent queued user submissions.
- Automatically dispatch queued submissions in FIFO order after completed or failed turns, while leaving the queue paused after interruption.
- Emit `thread/queue/changed` notifications and expose paginated queue contents with stable submission and client message IDs.
- Export the new protocol types through the generated JSON Schema and TypeScript bindings.

## Testing

- Add app-server integration coverage for capability gating, CRUD, pagination, capacity limits, notifications, automatic dispatch, cold-thread resume, interruption, and explicit queue starts.

4ca1af77a5 Test hook rejection for explicitly started queue items (#38361)
## What changed

- Add dedicated coverage for explicitly starting a queued item that a prompt hook rejects.
- Verify the rejected item is consumed and no model request is sent.
- Keep the automatic queue dispatch test focused on consuming a rejected item while allowing later queued input to proceed.

cbb7e82a8b Unify turn input submission and routing (#38275)
## What changed

- Add `TurnInputRequest` and typed submission results for atomically starting a turn, steering the active turn, or declining input with a specific reason.
- Expose `start_or_steer_turn`, `start_turn_if_idle`, and `steer_turn` on `CodexThread`, and migrate Core consumers to these APIs.
- Make app-server `turn/start` steer an active regular turn and return that turn's ID. Reject incompatible output schemas and non-steerable turns without applying settings or enqueueing input.

## Testing

- Cover concurrent start-or-steer submissions, accepted and rejected settings updates, output-schema compatibility, idle-start rejection, and app-server steering.

0e0ef5d818 Track client-authored developer messages in rollout history (#38243)
## What changed

- Mark developer messages received from clients with `client_authored` harness
  metadata when `retain_client_developer_messages` is enabled.
- Carry that provenance through pending input and persist it alongside rollout
  response items without adding it to provider requests or the serialized
  `TurnInput` payload.
- Preserve existing behavior for unannotated response items and when the
  feature is disabled.

## Testing

- Cover client item injection before and during turns, additional application
  context, rollout replay, image resize notices, and serialization boundaries.

da2803c73c Simplify queued user message admission (#38092)
## What changed

- Resolve user message admission when Core accepts the input as a new turn or a steer, without waiting for rollout persistence.
- Remove persistence- and hook-specific admission errors and task bookkeeping.
- Delete queued messages after Core accepts them for turn processing, including messages subsequently stopped by a prompt hook.

## Testing

- Update concurrent admission and queue service tests for acceptance-based admission.

bc8b25ea02 Add durable user-message queue dispatch (#37204)
## What changed

- Add a storage-neutral queue extension for listing, adding, editing, reordering, deleting, and explicitly starting queued user messages.
- Dispatch queued messages in FIFO order when a thread becomes idle after a completed turn, while leaving them queued after interruptions or failures.
- Wait for user input to be persisted before removing its queue item, and report hook rejection, task termination, and persistence failures distinctly.
- Snapshot local image and audio attachments into validated data URLs before storing them, enforce input limits, and emit `ThreadQueueChanged` events after mutations.

## Testing

- Cover queue mutations, automatic and explicit dispatch, interruption and failure behavior, hook rejection, invalid records, input limits, and local attachment snapshotting.
