## Why
Experimental context activation previously checked the provider and account eligibility without checking model support. Child sessions also inherited token-budget activation from their parent, even when starting fresh with a different model.
## What changed
- Add `ModelInfo.supports_experimental_context`, defaulting to `false`, and enable it for the bundled `gpt-6-astra` model. Require this capability when activating experimental context.
- Snapshot configured token-budget preferences before startup activation. Restore them for fresh child sessions before applying their starting model's defaults, while history forks retain their parent's activation.
- Pass unresolved token-budget preferences to child sessions so they can use their own model's prompts.
## Testing
Extend coverage for unsupported models, model-switch guidance under explicit and experimental activation, and child configuration from both active and inactive parents. Verify that omitted capability metadata defaults to `false`.

## What changed
- Add optional per-model Guardian modes for computer use, shell, code mode,
file changes, MCP, network, and permission requests.
- Apply disabled, synchronous, or adaptive review by action category while
preserving legacy configuration when model policy is absent.
- Bind cached risk scores to the active model policy, thread settings, and
environment selections so outdated scores cannot approve later actions.
- Keep unknown review modes on the synchronous path and ignore unknown policy
fields for forward compatibility.
## Testing
- Cover policy serialization, legacy fallback, scoped tool classification,
disabled categories, and score invalidation after policy changes.
GitOrigin-RevId: f334a5f4fffb198da66cde3a400233e0df650516
## What changed
- Default `tools.update_plan.enabled` to `false`; users can explicitly enable it to expose `update_plan`.
- Remove bundled `update_plan` guidance from model, collaboration-mode, multi-agent, compaction, prewarm, and goal-continuation prompts when the tool is disabled.
- Preserve custom base instructions, model catalog instructions, collaboration policies, and user goal text even when they mention planning or `update_plan`.
## Testing
- Cover default and explicitly enabled tool registration, prompt consistency across request paths, and preservation of custom instructions.
GitOrigin-RevId: a53964e6e72f98e2557dd3090fdb7caccb956527
## What changed
- Add model message metadata for built-in tool descriptions.
- Use the active step model's catalog description for `send_user_message_async`, including after a mid-turn model change.
- Fall back to the built-in description when catalog metadata is absent, while preserving an explicitly empty description.
## Testing
- Cover catalog serialization, fallback and empty-value behavior, and model changes within a turn.
GitOrigin-RevId: 72b953214ab9708931065321debf12133f8d2d40
## What changed
- Add an optional `multi_agent_reasoning_effort` field to model metadata.
- When `Ultra` is selected, use a supported catalog override when present. Otherwise, prefer `max`, then the highest supported non-`ultra` effort, and finally `medium` when the model has no reasoning levels.
- Preserve existing request behavior for other reasoning efforts, including mapping `persistent` to `disabled`.
## Testing
- Cover configured, missing, unsupported, and empty-catalog fallbacks for both parent and spawned-agent requests.
GitOrigin-RevId: b7ef576f32e0ea95ef38bf95c25789ed16aae94e
## What changed
- Add optional Browser Use and Computer Use confirmation-policy Markdown to model catalog messages.
- Send the configured documents verbatim in `openai/confirmation_policies` metadata for `node_repl` and `cua_repl` tool calls. Send an empty object when the issuing model has no policies so runtime defaults are cleared.
- Use the issuing step's model snapshot across approval waits, and omit the metadata for other MCP servers and Guardian sessions.
## Testing
- Cover policy serialization, configuration overrides, model changes, approval waits, partial or empty policies, eligible server filtering, and Guardian exclusion.
GitOrigin-RevId: 038c4c262a31fc71986e4a2a947fe9bcbd407acc
## What changed
- Add bundled proactivity and follow-up guidance when `ReasoningEffort::Persistent` is selected.
- Allow model metadata to override or disable the guidance with `persistent_instructions`.
- Track the instructions as world state so effort and model changes replace or retire stale guidance without duplicating unchanged context.
- Tailor approval guidance to `send_user_message_async` availability, rebuild it for forked agents and rolled-back history, and exclude Guardian sessions.
## Testing
- Cover default, overridden, disabled, replaced, and retired instructions.
- Cover model changes, history transitions, agent forks, Guardian sessions, and asynchronous-message tool availability.
GitOrigin-RevId: 78e05d0335a70b385bd069b45edcd4ba570cef91
## What changed
- Add optional `guardian_v2` model-message defaults for classifier instructions,
review thresholds, reasoning effort, transcript selection and limits, and
action and compaction token limits.
- Apply those defaults when Guardian v2 samples a tool call, while preserving
explicit `[features.guardianv2]` settings over catalog values.
- Preserve the new catalog configuration when applying model overrides.
## Testing
- Cover model-catalog serialization and model override behavior.
- Verify that sampling uses catalog defaults while retaining local overrides.
GitOrigin-RevId: 4ae9ec235c647acbca05a20b7c4b87a4e1331161
## What changed
- Add model-catalog messages for root and subagent roles, explicit delegation, and delegation hints.
- Resolve role instructions in config, catalog, then bundled-default order, while preserving empty values as an explicit way to suppress fallback text.
- Refresh catalog-provided role and mode instructions when the model changes, and give full-history forks the selected child model's subagent role without retaining the parent's role guidance.
- Keep existing config overrides and reasoning-effort behavior, including proactive delegation for ultra reasoning effort.
## Testing
- Cover message deserialization and preservation through model overrides.
- Cover precedence, empty overrides, model switches, resumed sessions, and full-history subagent forks.
GitOrigin-RevId: 4625cf7c6a5490176adddfaa0fb99100707daea9
## What changed
- Set `parallel_tool_calls` for regular and remote compaction prompts without consulting model metadata.
- Remove `supports_parallel_tool_calls` from `ModelInfo`, the bundled model catalog, and related fixtures.
- Preserve the existing Responses Lite behavior that disables parallel tool calls at request construction.
GitOrigin-RevId: 49552bdf97e71fa57325abb49f8adc0c88f1401a
## What changed
- Add `TurnInputRequest` and typed submission results for atomically starting a turn, steering the active turn, or declining input with a specific reason.
- Expose `start_or_steer_turn`, `start_turn_if_idle`, and `steer_turn` on `CodexThread`, and migrate Core consumers to these APIs.
- Make app-server `turn/start` steer an active regular turn and return that turn's ID. Reject incompatible output schemas and non-steerable turns without applying settings or enqueueing input.
## Testing
- Cover concurrent start-or-steer submissions, accepted and rejected settings updates, output-schema compatibility, idle-start rejection, and app-server steering.
GitOrigin-RevId: dd9b5528d76ec650c019e97af420bc13190ea86a
## What changed
- Parse `node_repl_auto_review_required` and `node_repl_disabled` from model catalog entries and include their values in each turn's Responses API metadata.
- Treat both fields as reserved metadata so client-provided values cannot override the selected model's policy.
- Use the selected review model's catalog entry when building metadata for review turns.
## Testing
- Cover metadata propagation across model switches, review turns, Responses API requests, and MCP tool calls.
GitOrigin-RevId: c1f63426eeb8e559abff439fbc618716a4908aff
## What changed
- Add `include_apps_usage_instructions` to model metadata, defaulting to true for compatibility with existing metadata.
- Emit generic Apps guidance only when apps are available and the selected model enables it.
- Enable the capability for interactive model presets while leaving `codex-auto-review` and local models opted out.
## Testing
- Verify that missing metadata defaults to enabled and an explicit opt-out survives serialization.
GitOrigin-RevId: 6a20573cddfd3b80083d2b4b015829b49e6cc283
## What changed
- Propagate the optional `modelSpecialty` field through the model catalog and
app-server `model/list` response.
- When a newly selected model has the `cyber` specialty, default an active TUI
thread to workspace-write permissions with on-request approval. Use auto
review when available, otherwise keep the user as reviewer, while respecting
configured permission requirements.
- Show a notice when auto review is applied and strengthen the full-access
warning for cyber models.
- Preserve explicitly selected permissions when only reasoning settings change.
## Testing
- Cover auto-review defaults, requirement-aware fallback behavior, permission
preservation across reasoning changes, and the new warning notice.
GitOrigin-RevId: 8f25b0082d3051d9ff91f7355921236d0f82f758
## What changed
- Add `include_plugin_usage_instructions` to model metadata, defaulting to false.
- Emit generic plugin guidance only when plugins are available and the selected model enables it.
- Enable the capability for interactive model presets while leaving `codex-auto-review` opted out.
GitOrigin-RevId: 67f5a97e978033f5f1d533956c0b9deeae610283
## What changed
- Remove `ModelInfo.base_instructions` as an in-memory instruction source and use `model_messages.instructions_template` consistently for bundled, remote, fallback, and overridden model metadata.
- Preserve compatibility by promoting legacy `base_instructions` values when reading model responses and caches, and by including rendered legacy instructions when serializing `ModelsResponse` for older clients.
- Treat templates without instruction variables as literal text and retain the other model-message fields when applying instruction overrides.
This completes the consolidation proposed in https://github.com/openai/codex/pull/31302.
## Testing
- Cover legacy response and cache migration, canonical-template precedence, fallback instructions, personality rendering, overrides, and model switching.
GitOrigin-RevId: 089d986ca5e30da67db2c77a1b6a046d2cff52dc
## What changed
- Add optional `default` and `plan` collaboration-mode messages to model catalog metadata.
- Prefer the active mode's catalog message, including an explicit empty value, while falling back to the existing developer instructions when the catalog variant is absent.
- Track the model in collaboration-mode world state so mode and model changes append the appropriate instructions, and clear prior instructions when no current message exists.
- Preserve catalog collaboration messages when instruction overrides remove other model instruction fields.
## Testing
- Cover catalog deserialization, variant selection, fallback and empty-message behavior, legacy snapshot migration, mode changes, and model changes.
GitOrigin-RevId: d4c6c0028423bc50b0e8175e55586f3e7bc1c3a8
## What changed
- Add token-budget settings to model catalog messages and apply them when the
feature is enabled without explicit token-budget configuration.
- Keep explicit user settings authoritative, reject invalid catalog defaults,
and preserve resolved defaults in exported config locks.
- Manage context-window guidance through world state so it updates once when
the active model changes while retaining prior conversation history.
## Testing
- Cover catalog defaults, explicit overrides, disabled features, invalid
values, config-lock replay, and model switching.
GitOrigin-RevId: 54544fefaa14b09f5ef5bad9967a13c52b87b0fe
## What changed
- Add per-sandbox-mode permission messages to `ModelMessages` and preserve them when applying model configuration overrides.
- Use the selected catalog message in permission instructions, substituting `{{ network_access }}` with the active network policy. Fall back to the existing sandbox text when no override is provided, and allow an empty override to omit only the sandbox section.
- Apply catalog permission messages when a session starts and when its model changes.
## Testing
- Cover catalog deserialization, mode selection, network substitution, fallback and empty-message behavior, remote model catalogs, and model changes.
GitOrigin-RevId: cd5ed3aee3155dca0e7b2358c0f09bae73236856
## What changed
- Add an `auto_review.policy` field to model catalog messages.
- Use the selected Guardian model's catalog policy for review-session instructions, while preserving the precedence of `guardian_policy_config` and falling back to the built-in policy when neither is present.
- Preserve auto-review messages when model instruction overrides remove catalog instruction templates.
## Testing
- Cover configured-policy precedence, explicit empty catalog policies, catalog-message preservation, and propagation of the catalog policy into a prewarmed Guardian session.
GitOrigin-RevId: 26b61ae2958ea8325a64834dcf91f47e140d74b3
## What changed
- Add `supports_reasoning_summary_parameter` to model metadata, defaulting to
`true` for backward compatibility.
- Omit `reasoning.summary` and its summary-delivery stream option when the
selected model does not support the parameter.
- Apply the capability of the final selected model when a spawned agent uses a
different model.
## Testing
- Cover unsupported models in regular requests and spawned-agent model
overrides.
GitOrigin-RevId: 72b783799fc0685cef1501ef2dbf62d1308ceead
## Why
Model catalog instructions can include a baked-in `# Personality` section. An
explicit `none` setting should omit that section instead of sending it as part
of the model's base instructions.
## What changed
- Pass the configured personality into the models manager.
- When personality support is enabled and the setting is explicitly `none`,
remove the `# Personality` section through the next level-one heading from
catalog base instructions and instruction templates.
- Preserve explicit `base_instructions` overrides and avoid warning when no
personality was requested.
## Testing
Added unit and integration coverage for section removal, heading boundaries,
CRLF input, preserved configurations, and explicit base instructions.
GitOrigin-RevId: 452c88d3ac6001c2ac7d4fef269cd75dc239fa61
## What changed
- Build a reasoning payload for every Responses request and always include `reasoning.encrypted_content`.
- Remove `supports_reasoning_summaries` from model metadata and retire the `model_supports_reasoning_summaries` configuration override.
- Use configured or model-default reasoning effort without a capability gate, including for guardian reviews and tracing.
GitOrigin-RevId: 2c9f194a5d2d4d688a2235299e6358f82ab8e1ea
## Why
Approval guidance is currently assembled entirely by the client. Model
Messages V2 needs model catalogs to provide model-specific `on_request`
guidance for both user-reviewed and auto-reviewed approval flows while
retaining the existing generated prompt as a compatibility fallback.
## What changed
- add nullable `on_request` and `on_request_auto_review` catalog
messages
- select the message matching the active approvals reviewer for
`on_request` policies
- replace the complete legacy approval section when the selected catalog
value exists, including support for an empty string that suppresses the
section
- retain legacy rendering when the object or selected key is absent, and
for non-`on_request` policies
- preserve approval messages when base-instruction or personality
overrides clear instruction templates
- refresh permissions instructions when the active model changes
- pass catalog messages through initial and incremental permissions
construction
## Relationship to reviewer persistence
PR #31309 independently persists the approvals reviewer in turn context
and refreshes permissions when that reviewer changes. This PR is based
directly on `main` and does not duplicate that rollout migration; once
both land, reviewer switches will also select and append the new catalog
variant.
## Testing
- `just test -p codex-protocol`
- `just test -p codex-prompts`
- `just test -p codex-models-manager`
- `just test -p codex-core permissions_messages`
## Summary
- add a false-by-default `include_skills_usage_instructions` model
metadata field
- enable the field for the bundled `gpt-5.5` model metadata
- consume the metadata in both core and extension skill rendering
- remove hardcoded legacy-model matching and its marker plumbing
## Summary
- add optional `comp_hash` metadata to `ModelInfo`
- update `ModelInfo` fixtures for the shared schema change
- keep older model responses compatible by defaulting the field to
`None`
## Why
The models endpoint needs an opaque identifier for compaction-compatible
model configurations. This PR only exposes that value in model metadata;
it does not add it to turn context or change runtime behavior.
Follow-up #27520 carries the value through turn context and rollouts,
then uses it to trigger compaction.
## Stack
- based directly on `main`
- replaces #27519, which was accidentally merged into the wrong base
branch
- functionality follow-up: #27520
## Testing
- `just test -p codex-protocol

- `just fix -p codex-core -p codex-protocol -p codex-analytics -p
codex-models-manager`
## Why
Thread cwd and environment selections are a single logical setting in
core: updating one without the other can silently desynchronize the
next-turn execution context. This change makes that relationship
explicit in the internal thread settings flow while preserving the
existing app-server public API shape.
## What changed
- Moved the cwd/environment pair through internal
`ThreadSettingsOverrides.environment_settings` instead of a top-level
internal `cwd` field.
- Kept `thread/settings/update` public params unchanged, with app-server
translating top-level `cwd` into the paired internal settings shape.
- Moved `Op::UserInput` environment overrides into thread settings so
user turns and settings updates use the same core path.
- Updated core, app-server, MCP, memories, sample, and test callsites to
construct the paired settings shape.
## Verification
- `git diff --check`
- Local test run starting after PR creation.
## Why
Thread settings cwd overrides are expected to be resolved before they
enter core. Keeping this boundary as a plain `PathBuf` made it easy for
core/session code to keep fallback normalization and relative-path
resolution logic in places that should only receive an already-resolved
cwd.
This is intentionally the absolute-cwd-only slice: it does not change
environment selection stickiness or cwd-to-default-environment fallback
behavior.
## What changed
- Changes `ThreadSettingsOverrides.cwd`,
`CodexThreadSettingsOverrides.cwd`, and `SessionSettingsUpdate.cwd` to
use `AbsolutePathBuf`.
- Removes core-side cwd normalization/resolution from session settings
updates.
- Updates affected core/app-server test helpers and callsites to pass
existing absolute cwd values or use `abs()` helpers.
## Validation
Opening as draft so CI can start while local validation continues.
## Summary
- add a defaulted `ModelInfo.use_responses_lite` catalog field
- support serializing `reasoning.context` while preserving the existing
effort and summary path
- has not been turned on for any models yet
I've added an override to parallel tools if responses_lite is on. I've
also forced persistent reasoning when using responses_lite. It would be
ideal if we could centralize all the responses_lite plumbing, but I
think this is best for now to keep the plumbing & diffs small.
## Testing
- `cargo test -p codex-protocol
model_info_defaults_availability_nux_to_none_when_omitted`
- `RUST_MIN_STACK=8388608 cargo test -p codex-core

- `cargo check -p codex-core --tests`
- `RUST_MIN_STACK=8388608 cargo clippy -p codex-core --tests` (passes
with pre-existing warnings in `codex-code-mode` and
`codex-core-plugins`)
## Summary
- accept non-empty model-defined reasoning effort values while
preserving built-in effort behavior
- propagate the non-Copy effort type through core, app-server, TUI,
telemetry, and persistence call sites
- preserve string wire encoding and expose an open-string schema for
clients
- update model selection and shortcut behavior for model-advertised
effort values
## Root cause
`ReasoningEffort` gained a string-backed custom variant, so it could no
longer implement `Copy` or rely on derived closed-enum serialization.
Existing consumers still moved effort values from shared references and
assumed a fixed built-in value set.
## Validation
- `just fmt`
- Local tests and compilation were not run per request; relying on CI.
Stack split from #25708. Original PR intentionally left open. This first
PR adds the multi-agent runtime metadata types and catalog plumbing used
by the rest of the stack.
## Why
Guardian auto-review normally uses the provider-preferred review model
when one is available. Some parent models need model-catalog metadata to
select a different review model while keeping older `/models` payloads
compatible when that metadata is absent.
## What changed
- Added optional `ModelInfo::auto_review_model_override` metadata to the
public model payload as a review-model slug.
- Updated Guardian review model selection to prefer the catalog override
when present, while preserving the existing provider preferred-model
path and parent-model fallback when it is omitted.
- Added focused Guardian coverage for override and no-override model
selection.
- Added an `auto_review` core integration suite test that loads override
metadata from a remote model catalog path and asserts the strict
auto-review `/responses` request uses the catalog-selected review model.
- Updated existing `ModelInfo` fixtures and local catalog constructors
for the new optional field.
## Validation
- `cargo test -p codex-protocol

- `cargo test -p codex-core guardian_review_uses_`
- `cargo test -p codex-core

- `just fix -p codex-protocol`
- `just fix -p codex-core`
- `just fmt`
- `git diff --check`
## Why
Some models need to select their code-execution behavior through model
catalog metadata. Models without that metadata must continue to follow
the existing `CodeMode` and `CodeModeOnly` feature flags, including when
a newer server sends an enum value this client does not recognize.
## What changed
- add optional `ModelInfo.tool_mode` metadata with `direct`,
`code_mode`, and `code_mode_only`
- treat omitted and unknown wire values as `None`
- resolve `None` from the existing feature flags
- carry the resolved `ToolMode` directly on `TurnContext`, outside
`Config`
- use the resolved value for turn creation, model switches, review
turns, tool planning, and code execution
## Coverage
- add protocol coverage for omitted, known, and unknown enum values
- add focused coverage for flag fallback and explicit metadata
overriding feature flags
- add core integration coverage that fetches remote model metadata
through `/v1/models` and verifies the outbound `/responses` tools for
explicit `direct` and `code_mode_only` selectors
## Stack

## Summary
Adds experimental `additionalContext` support to `turn/start` and
`turn/steer` so clients can provide ephemeral external context, such as
browser or automation state, without turning that plumbing into a
visible user prompt or triggering user-prompt lifecycle behavior.
## API Shape
The parameter shape is:
```ts
additionalContext?: Record<string, {
value: string
kind: "untrusted" | "application"
}> | null
```
Example:
```json
{
"additionalContext": {
"browser_info": {
"value": "Active tab is CI failures.",
"kind": "untrusted"
},
"automation_info": {
"value": "CI rerun is in progress.",
"kind": "application"
}
}
}
```
The keys are opaque and caller-defined.
## Context Injection
When provided, accepted entries are inserted into model context as
hidden contextual message items, not as visible thread user-message
items.
`kind: "untrusted"` entries are inserted with role `user`:
```text
<external_${key}>${value}</external_${key}>
```
`kind: "application"` entries are inserted with role `developer`:
```text
<${key}>${value}</${key}>
```
Values are not escaped. Each value is truncated to 1k approximate tokens
before wrapping.
For `turn/start`, accepted additional context is inserted before normal
user input. For `turn/steer`, additional context is merged only when the
steer includes non-empty user input; context-only steers still reject as
empty input.
## Dedupe Strategy
`AdditionalContextStore` lives on session state and stores the latest
complete additional-context map.
Each `turn/start` or non-empty `turn/steer` treats its
`additionalContext` as the current complete set of values. Entries are
injected only when the key is new or the exact entry for that key
changed, including `value` or `kind`. After merging, the store is
replaced with the provided map, so omitted keys are removed from the
retained set and can be injected again later if reintroduced.
Omitting `additionalContext`, passing `null`, or passing an empty object
resets the store to empty and injects nothing.
## What Changed
- Threads experimental v2 `additionalContext` through app-server into
core turn start and steer handling.
- Adds separate contextual fragment types for untrusted user-role
context and application developer-role context.
- Uses pending response input items so additional context can be
combined with normal user input without treating it as prompt text.
- Adds integration coverage for start/steer flow, role routing,
dedupe/reset behavior, deletion/re-add behavior, hook-blocked input
behavior, empty context-only steer rejection, external-fragment marker
matching, and truncation.
## Why
Model catalog responses can now advertise a nullable
`default_service_tier` for each model. Codex needs to preserve three
distinct states all the way from config/app-server inputs to inference:
- no explicit service tier, so the client may apply the current model
catalog default when FastMode is enabled
- explicit `default`, meaning the user intentionally wants standard
routing
- explicit catalog tier ids such as `priority`, `flex`, or future tiers
Keeping those states distinct prevents the UI from showing one tier
while core sends another, especially after model switches or app-server
`thread/start` / `turn/start` updates.
## What Changed
- Plumbed `default_service_tier` through model catalog protocol types,
app-server model responses, generated schemas, model cache fixtures, and
provider/model-manager conversions.
- Added the request-only `default` service tier sentinel and normalized
legacy config spelling so `fast` in `config.toml` still materializes as
the runtime/request id `priority`.
- Moved catalog default resolution to the TUI/client side, including
recomputing the effective service tier when model/FastMode-dependent
surfaces change.
- Updated app-server thread lifecycle config construction so
`serviceTier: null` preserves explicit standard-routing intent by
mapping to `default` instead of internal `None`.
- Kept core responsible for validating explicit tiers against the
current model and stripping `default` before `/v1/responses`, without
applying catalog defaults itself.
## Validation

## Summary
This PR adds `Op::ThreadSettings`, a queued settings-only update
mechanism for changing stored thread settings without starting a new
turn. It also removes the legacy `Op::OverrideTurnContext` in the same
layer, so reviewers can see the replacement and deletion together.
## Changes
- Add `Op::ThreadSettings` for settings-only queued updates.
- Emit `ThreadSettingsApplied` with the effective thread settings
snapshot after core applies an update.
- Route settings-only updates through the same submission queue as user
input.
- Migrate remaining `OverrideTurnContext` tests and callers to the
queued `Op::ThreadSettings` path.
- Delete `Op::OverrideTurnContext` from the core protocol and submission
loop.
This stack addresses #20656 and #22090.

## Why
The model list needs to carry display-ready service tier metadata so
clients can render tier choices with stable IDs, names, and
descriptions. A raw speed-tier string list is not enough for richer UI
copy or future tier labels.
## What changed
- Added `ModelServiceTier` to shared model metadata with string `id`,
`name`, and `description` fields.
- Added `service_tiers` to `ModelInfo` and `ModelPreset`, preserving
empty defaults for older cached model payloads.
- Exposed `serviceTiers` on app-server v2 `Model` responses and threaded
it through TUI app-server model conversion.
- Marked legacy `additional_speed_tiers` / `additionalSpeedTiers`
metadata as deprecated in source and generated schema output.
- Regenerated app-server protocol JSON schema and TypeScript fixtures,
including `ModelServiceTier.ts`.
## Verification
- Ran `just write-app-server-schema`.

## Summary
- Migrates `model_switching.rs` and `personality.rs` direct
`Op::UserTurn` construction from legacy `SandboxPolicy` literals to
`PermissionProfile`-backed turn fields.
- Adds small local helpers in each file so tests keep asserting
model/personality behavior without repeating permission plumbing.
- Reduces `rg -l '\bSandboxPolicy\b' codex-rs/core/tests` from 20 files
to 18; `codex-rs/tui` remains at zero `SandboxPolicy` references.
## Testing
- `cargo check -p codex-core --tests`
- `just fmt`
## Why
`codex-models-manager` had grown to own provider-specific concerns:
constructing OpenAI-compatible `/models` requests, resolving provider
auth, emitting request telemetry, and deciding how provider catalogs
should be sourced. That made the manager harder to reuse for providers
whose model catalog is not fetched from the OpenAI `/models` endpoint,
such as Amazon Bedrock.
This change moves provider-specific model discovery behind
provider-owned implementations, so the models manager can focus on
refresh policy, cache behavior, picker ordering, and model metadata
merging.
## What Changed
- Introduced a `ModelsManager` trait with separate `OpenAiModelsManager`
and `StaticModelsManager` implementations.
- Added `ModelsEndpointClient` so OpenAI-compatible HTTP fetching lives
outside `codex-models-manager`.
- Moved `/models` request construction, provider auth resolution,
timeout handling, and request telemetry into `codex-model-provider` via
`OpenAiModelsEndpoint`.
- Added provider-owned `models_manager(...)` construction so configured
OpenAI-compatible providers use `OpenAiModelsManager`, while
static/catalog-backed providers can return `StaticModelsManager`.
- Added an Amazon Bedrock static model catalog for the GPT OSS Bedrock
model IDs.
- Updated core/session/thread manager code and tests to depend on
`Arc<dyn ModelsManager>`.
- Moved offline model test helpers into
`codex_models_manager::test_support`.
## Metadata References
The Bedrock catalog metadata is based on the official Amazon Bedrock
OpenAI model documentation:
- [Amazon Bedrock OpenAI
models](https://docs.aws.amazon.com/bedrock/latest/userguide/model-parameters-openai.html)
lists the Bedrock model IDs, text input/output modalities, and `128,000`
token context window for `gpt-oss-20b` and `gpt-oss-120b`.
- [Amazon Bedrock `gpt-oss-120b` model
card](https://docs.aws.amazon.com/bedrock/latest/userguide/model-card-openai-gpt-oss-120b.html)
lists the `bedrock-runtime` model ID `openai.gpt-oss-120b-1:0`, the
`bedrock-mantle` model ID `openai.gpt-oss-120b`, text-only modalities,
and `128K` context window.
- [OpenAI `gpt-oss-120b` model
docs](https://developers.openai.com/api/docs/models/gpt-oss-120b)
document configurable reasoning effort with `low`, `medium`, and `high`,
plus text input/output modality.
The display names, default reasoning effort, and priority ordering are
Codex-local catalog choices.
## Test Plan
- Manually verified app-server model listing with an AWS profile:
```shell
CODEX_HOME="$(mktemp -d)" cargo run -p codex-app-server-test-client -- \
--codex-bin ./target/debug/codex \
-c 'model_provider="amazon-bedrock"' \
-c 'model_providers.amazon-bedrock.aws.profile="codex-bedrock"' \
-c 'model_providers.amazon-bedrock.aws.region="us-west-2"' \
model-list
```
The response returned the Bedrock catalog with `openai.gpt-oss-120b-1:0`
as the default model and `openai.gpt-oss-20b-1:0` as the second listed
model, both text-only and supporting low/medium/high reasoning effort.
## Why
Per-turn permission overrides should use the same canonical profile
abstraction as session configuration. That lets TUI submissions preserve
exact configured permissions without round-tripping through legacy
sandbox fields.
## What changed
This adds `permission_profile` to user-turn operations, threads it
through TUI/app-server submission paths, fills the new field in existing
test fixtures, and adds coverage that composer submission includes the
configured profile.
## Verification
- `cargo test -p codex-tui permissions -- --nocapture`
- `cargo test -p codex-core --test all permissions_messages --
--nocapture`

## Why
`PermissionProfile` is becoming the canonical permissions shape shared
by core and app-server. After app-server responses expose the active
profile, clients need to be able to send that same shape back when
starting, resuming, forking, or overriding a turn instead of translating
through the legacy `sandbox`/`sandboxPolicy` shorthands.
This still needs to preserve the existing requirements/platform
enforcement model. A profile-shaped request can be downgraded or
rejected by constraints, but the server should keep the user's
elevated-access intent for project trust decisions. Turn-level profile
overrides also need to retain existing read protections, including
deny-read entries and bounded glob-scan metadata, so a permission
override cannot accidentally drop configured protections such as
`**/*.env = deny`.
## What changed
- Adds optional `permissionProfile` request fields to `thread/start`,
`thread/resume`, `thread/fork`, and `turn/start`.
- Rejects ambiguous requests that specify both `permissionProfile` and
the legacy `sandbox`/`sandboxPolicy` fields, including running-thread
resume requests.
- Converts profile-shaped overrides into core runtime filesystem/network
permissions while continuing to derive the constrained legacy sandbox
projection used by existing execution paths.
- Preserves project-trust intent for profile overrides that are
equivalent to workspace-write or full-access sandbox requests.
- Preserves existing deny-read entries and `globScanMaxDepth` when
applying turn-level `permissionProfile` overrides.
- Updates app-server docs plus generated JSON/TypeScript schema fixtures
and regression coverage.
## Verification
- `cargo test -p codex-app-server-protocol schema_fixtures`
- `cargo test -p codex-core
session_configuration_apply_permission_profile_preserves_existing_deny_read_entries`

## Summary
- add experimental turn/start.environments params for per-turn
environment id + cwd selections
- pass selections through core protocol ops and resolve them with
EnvironmentManager before TurnContext creation
- treat omitted selections as default behavior, empty selections as no
environment, and non-empty selections as first environment/cwd as the
turn primary
## Testing
- ran `just fmt`
- ran `just write-app-server-schema`
- not run: unit tests for this stacked PR

- Replace the active models-manager catalog with the deleted core
catalog contents.
- Replace stale hardcoded test model slugs with current bundled model
slugs.
- Keep this as a stacked change on top of the cleanup PR.
Adds max_context_window to model metadata and routes core context-window
reads through resolved model info. Config model_context_window overrides
are clamped to max_context_window when present; without an override, the
model context_window is used.
Fast Mode status was still tied to one model name in the TUI and
model-list plumbing. This changes the model metadata shape so a model
can advertise additional speed tiers, carries that field through the
app-server model list, and uses it to decide when to show Fast Mode
status.
For people using Codex, the behavior is intended to stay the same for
existing models. Fast Mode still requires the existing signed-in /
feature-gated path; the difference is that the UI can now recognize any
model the model list marks as Fast-capable, instead of requiring a new
client-side slug check.
