## What changed
- Add feature-gated `/voice`, `/voice mute`, and `/voice stop` commands with local WebRTC audio and app-server signaling.
- Show live transcripts, conversation status, and microphone and speaker levels. Preserve captions and undelivered answers across thread switches.
- Speak final answers from voice handoffs while keeping delegated reasoning and commentary hidden and typed answers unspoken.
- Retry eligible startup failures once and clean up voice sessions on thread switches and disconnects.
- Stop voice and block late handoffs after a misalignment policy violation. Remove realtime event payloads and spoken text from receipt and debug logs.
## Testing
Add coverage for voice command mapping, rejected starts, disconnect cleanup, delegated final-answer speech, late handoff rejection, and transcript and footer rendering.
GitOrigin-RevId: 11def1f86b0e023b21d0d92072d6636ccad89815
## What changed
- Handle `openai/userVerification` requests through `openai/elicitation/create` when the client advertises `userVerification` support.
- Validate request fields, size limits, and base64url encoding. Require a correctly shaped, bounded proof for acceptance; cancel invalid acceptance responses and discard proof material on decline or cancellation.
- Handle request and service cancellation, including cancellation received before request dispatch. Bound early-cancellation storage and cancel new verifications when capacity is exceeded.
- Keep verification inactive in Codex: cancel requests without prompting until the typed app-server and UI path is available.
## Testing
Add tests for request and proof validation, malformed modes, cancellation races and capacity limits, timeout-pause cleanup, and independent concurrent requests. Add integration coverage showing that verification does not prompt or prevent tool and turn completion before activation.
GitOrigin-RevId: 6313c1be40fae0b33cc3ce0f8fe025b4124ed2ef
## What changed
Add the disabled-by-default `reasoning_effort_override` feature for OpenAI models with `use_responses_lite` enabled. Append a trusted `configuration_update` after accepted input when no effort is established in surviving history or the resolved effort changes. Preserve the existing history prefix and continue sending the request-level reasoning effort.
Share effort normalization through `ModelInfo::resolve_reasoning_effort` so requests and history updates resolve `ultra` consistently and translate `persistent` to `disabled`. Exclude other custom effort values from history updates, and compare only against harness-authored configuration items.
## Testing
Add integration coverage for effort transitions, deduplication, history prefix and cache-key preservation, alias normalization, and feature/provider/model gating. Add unit coverage for model-specific `ultra` resolution, fallbacks, and `persistent` translation.
GitOrigin-RevId: c3fe7050058076454d8ea20054a618bca9d48c7c
## Why
Compaction replaces the model history window, but host-verified user answers may
still be needed for the rest of the owning thread.
## What changed
- Add bounded, model-invisible retained context for verified
`request_user_input` answers.
- Persist retained context in rollout events and compaction checkpoints, and
restore it when a thread resumes.
- Remove answers when their source turns are rolled back, and prevent
parent-local answers from being inherited by child forks.
## Testing
Add lifecycle coverage for deduplication and size limits, compaction and resume,
rollback, rollout migration, and child forks.
GitOrigin-RevId: c32900d3e8120a9899b71f0576683acd67a4b898
## What changed
- Replace `send_user_message_async` with `request_user_input_async`, accepting one or more questions with optional suggested answers while allowing the turn to continue.
- Attach structured question metadata to asynchronous agent messages while retaining readable fallback text, and preserve it through app-server events, thread history, and generated schemas.
- Continue enabling the new tool for model catalogs that advertise either the old or new tool name.
## Testing
- Cover tool registration, question validation, emitted items, continued turn execution, history preservation, and backwards-compatible deserialization.
GitOrigin-RevId: ffc49aebde2e854c3c50a122aa52805fec3fc6b3
## What changed
- Add an in-process `sideband_base_url` override to `ConversationStartTransport::ExistingCall`, while keeping app-server requests on the configured or default endpoint.
- Prefer the per-call endpoint when attaching and reconnecting a sideband, falling back to `experimental_realtime_ws_base_url` when no override is supplied.
- Preserve runtime authentication headers on the selected endpoint without adding bearer authorization.
## Testing
- Cover configured and per-call endpoint selection, authentication headers, call-specific handshake paths, and reconnect behavior.
GitOrigin-RevId: 16c439fe0a9ff8bcdda4ec615bb9983e30935052
## Why
Resumed threads need to continue per-turn and per-thread token totals without scanning arbitrarily far beyond the latest compaction checkpoint.
## What changed
- Add durable `TokenUsageRecord` rollout items with response, turn, thread, session, and root-turn attribution.
- Restore accumulated usage on resume and snapshot the latest record plus the compaction response ID in compaction checkpoints.
- Preserve root-turn lineage in persisted turn context, while ensuring forked child threads start with their own usage totals.
## Testing
- Cover usage accumulation across multiple responses and resumed turns.
- Cover local and remote compaction checkpoints, invalid remote compaction output, rollout reconstruction, and fork isolation.
GitOrigin-RevId: ef9e0c4a9102a08a2c382be4cdac68c84353c90a
## Why
Context compaction can replace original conversation items that Guardian still needs to review approval-sensitive actions.
## What changed
- Retain a bounded, chronological review history independently of the model's compacted history.
- Keep separate limits for user messages and other transcript items so tool traffic cannot evict user instructions.
- Use the retained evidence for synchronous and asynchronous Guardian transcripts, while resetting it after rollback or history reconstruction.
## Testing
- Cover retention through compaction and eviction, reset behavior after rollback, independent size limits, and asynchronous transcript construction.
GitOrigin-RevId: c5851e992820504fc18de8cfec7f6f9f1b69f316
## Why
Compaction and host-injected context can rewrite the model-visible conversation
without changing what the user authorized. Treating those updates as authorization
changes prevents Guardian from reusing an otherwise valid review.
## What changed
- Track a host-owned user-message revision separately from the conversation history
generation.
- Advance the revision for genuine user messages and history resets, while preserving
it across compaction and internal context injection.
- Use message content-kind metadata to distinguish host context from user input,
conservatively treating unknown or incomplete metadata as user authorization.
## Testing
Added coverage that cached Guardian authorization survives compaction and internal
context, but is invalidated by user input and rollback.
GitOrigin-RevId: c7960fa182d1686042c23764d2abc58acbc4b882
## What changed
Add an end-to-end core test that compresses a parent and forked child rollout,
then resumes the child through paginated history loading. Verify that the
resumed model input:
- retains the persisted compaction checkpoint and inherited history;
- includes child history through the fork boundary;
- excludes obsolete pre-checkpoint and post-fork parent messages; and
- reads the compressed ancestor without materializing its JSONL file.
GitOrigin-RevId: 1624c4d844345fe2671436f37bc39b3e59fb3dea
## Why
An existing terminal keeps the sandbox, network settings, and grants it had at launch. Later `write_stdin` calls must account for that retained authority, including when permissions change between turns.
## What changed
- Capture each terminal's effective launch permissions and compare them with the current environment before accepting non-empty input.
- Request approval when the terminal bypassed the sandbox, retains additional grants, strict auto-review is active, or its sandbox or network settings differ from the current policy.
- Reject input when current denied-read or environment-owned network restrictions cannot be enforced by the existing terminal, while keeping empty polls and non-TTY interrupts available without review.
- Include the effective sandbox mode and user-visible additional grants in `write_stdin` approval actions without exposing host-owned grant paths.
## Testing
Added unit and end-to-end coverage for retained cross-turn grants, strict auto-review, sandbox and network policy changes, denied reads, Windows sandbox backends, and private grant redaction.
GitOrigin-RevId: e2d71daf9358474c885998786c4928069100711c
## What changed
- Share the root thread's current service tier across its agent tree.
- Apply that tier to each subagent request when the selected child model supports it, including remote compaction requests.
- Propagate root service-tier updates to existing and newly spawned subagents without rewriting child-owned settings.
- Remove per-spawn and role-level service-tier overrides so routing remains controlled by the root thread.
## Testing
- Cover supported and unsupported child models, full-history forks, live tier changes, remote compaction, new subagents, and reloaded subagents.
GitOrigin-RevId: 6c299e224e90b41a558788fb7aa4d5f336fa383a
## What changed
- Add `mcp_optional_startup_grace_ms` with a default of 1,000 ms to control how long tool catalog capture waits for optional MCP servers.
- Treat a value of `0` as disabling the shared grace, so optional servers use their configured `startup_timeout_sec` instead.
- Apply updated grace values during runtime and MCP configuration refreshes, and reset cached startup deadlines when the configured duration changes.
## Testing
- Cover custom, disabled, refreshed, and shared startup grace behavior in MCP connection and core integration tests.
GitOrigin-RevId: 936196215ed6e0a29c9ec72cfee17663978df8ef
## Why
Reviewing a shortened `write_stdin` action while sending the complete input could allow unreviewed bytes to reach an escalated terminal.
## What changed
- Require the fully formatted action and approval reason to fit within 8,000 bytes.
- Reject truncated or oversized actions before requesting approval or writing any bytes to the terminal.
- Document the reviewed stdin size limit in the app-server protocol.
## Testing
Add an integration test that uses JSON escaping to push a formatted action over the limit and verifies that it is neither offered for approval nor executed, while a subsequent valid write still succeeds.
GitOrigin-RevId: f6c96a78a65a136366c8119a7d242dfc2ec05fe6
## What changed
- Fetch ChatGPT account access and attach `cyber_trusted_access` under
`openai/entitlementContext` when an installed or selected plugin explicitly
requests it from a local, read-only stdio tool with no arguments.
- Reject caller-supplied entitlement context on direct MCP calls, and fall back
to an `unknown` status when access cannot be verified or the account changes
during the lookup.
- Count entitlement lookup time against the MCP tool-call timeout.
## Testing
- Cover eligible calls plus unowned, remote, HTTP, mutable, argument-bearing,
API-key, undeclared, direct, and account-switch cases in core and app-server
integration tests.
GitOrigin-RevId: 303b61585ef4530276c373d914a2d0ccef1f4ac2
## What changed
- Add the experimental `turn/start.cyberAccessProgram` option with `standard`,
`daybreakBlue`, and `daybreakRed` values.
- Forward the selection as `access_programs.cyber` on Responses, WebSocket,
and remote-compaction requests made with ChatGPT authentication, while
omitting it for API-key and custom-provider requests.
- Preserve the per-turn selection across recovery, compaction, and child-agent
turns without making it a persistent thread setting.
## Testing
- Cover app-server forwarding, authentication boundaries, WebSocket reuse,
turn recovery, compaction, and child-agent inheritance.
GitOrigin-RevId: d2eb468f365b2214c5099bc21741cf30f8bd2eb5
## What changed
- Add a feature-gated `TurnSettings` operation that can update the model,
reasoning effort, reasoning summary, and service tier for subsequent steps of
a named running turn without changing future thread settings.
- Report whether an update was applied, rejected, or lost its live target.
- Revalidate managed constraints and preserve the turn's admitted approval and
Guardian safety properties before publishing an updated settings snapshot.
## Testing
- Cover sparse updates, step capture and ordering, target replacement, managed
policy changes, model metadata safety, and separation from future settings.
GitOrigin-RevId: ecaaaa95b4fd4ec9d62265bef551582dddb36d78
## Why
Thread settings can change while a turn is running, and delegated review or
compaction steps can select a different model. Each request needs a consistent
set of settings resolved against the model that will execute it.
## What changed
- Capture immutable resolved settings for each model step, including model
metadata, reasoning options, service tier, approvals, and personality.
- Keep in-flight steps on their captured settings while applying thread updates
to subsequent work.
- Resolve inherited reasoning summaries and filter service tiers against the
selected model and feature configuration for review and compaction steps.
## Testing
Added coverage for settings updates during paused turns, model changes,
previous-model compaction, review-model defaults, and service-tier filtering.
GitOrigin-RevId: fca4b3b305379f1bf26a5cac75ee0dd1747ac1f6
## Why
Model requirements must be evaluated against the permissions that will apply
after a settings update. Validating against the current profile can reject a
valid model-and-permission update or allow a later permission-only update to
invalidate the selected model.
## What changed
- Group model, reasoning, service-tier, personality, and approval inputs into
`StepSettings`, with a single apply-and-validate path.
- Apply permission and environment changes before validating step settings, so
auto-review requirements use the proposed effective permissions.
- Revalidate existing step settings when permission or environment changes alter
their constraints, and commit the update only when the complete candidate is
valid.
## Testing
Added unit and integration coverage for atomic model/permission updates,
permission-only revalidation, environment-derived constraints, and both
standalone and turn-start settings operations.
GitOrigin-RevId: f50dfbd300484a09acc51ee4607278f300ca1cd9
## Why
Post-commit work can overlap with another settings write. Reading the session
again afterward could make a settings operation report or use the later state
instead of the state that it committed.
## What changed
- Return the committed configuration and `ThreadSettingsSnapshot` from session
settings updates.
- Use that commit result when creating a turn and emitting
`ThreadSettingsApplied`, while retaining current-state snapshots for
synthesized fork history.
- Route turn-start updates through the shared settings update path.
## Testing
Add coverage for standalone and turn-start updates that pause after committing,
restore different settings concurrently, and verify that each operation keeps
its original configuration and notification snapshot.
GitOrigin-RevId: cee5be9536d2840170893e6eb0c64cd039fb0a96
## What changed
- Add an `Interrupt` hook event that runs for an active top-level turn before its
interrupted abort event is emitted.
- Flush the turn transcript before invoking the hook and provide the session,
turn, transcript, working directory, model, and permission mode in its input.
- Support command and MCP handlers, including asynchronous commands, with a
one-second default timeout and a three-second maximum.
- Expose the event through hook configuration, managed requirements, app-server
notifications, generated schemas, analytics, and the TUI hook views.
## Testing
- Cover handler discovery, timeout normalization, output parsing, protocol
compatibility, TUI rendering, and interrupt execution ordering.
GitOrigin-RevId: 163fa7c098d94ac2775f6d137f8e916f8ea9b6eb
## What changed
- Carry each contextual fragment's `ContentItemKind` through initial context assembly and world-state updates.
- Attach the classifications to merged response messages through `content_item_kinds`, preserving their order alongside the message content.
- Convert extension prompt fragments into annotated developer fragments and classify built-in developer and guardian instructions.
## Testing
- Add an integration test covering roles and content annotations in the first request.
- Update world-state and persisted-history tests to account for annotation metadata.
GitOrigin-RevId: 71c48dad5b17bffd47ba03263e3eb6d5e74fbf4b
## What changed
Propagate tool cancellation tokens into Guardian approval reviews so interrupting a tool also aborts its pending review. Apply the same cancellation behavior to server-initiated MCP approval elicitation.
## Testing
Add integration coverage for cancellation from direct tool calls, code-mode turns, background code-mode cells, and MCP elicitation.
GitOrigin-RevId: cbee4b422bbcbf6984e415ef6409cee705beebdc
## Testing
- Verify an executor plugin's `Stop` hook starts running after its environment
attaches and stops after disconnection.
- Confirm hook calls carry the expected session, thread, turn, model, and request
metadata.
- Reject hooks whose MCP server belongs to a different executor environment.
- Cover the current restriction to the first executor environment and handler.
GitOrigin-RevId: ef13baf61379997f117cc57515363cc9880d3724
## Why
MultiAgent V2 workers can be reviewed after the root conversation has received
new user authorization that is absent from the worker's own transcript. Guardian
reviews need that genuine user context without treating forwarded or
assistant-authored claims as authorization.
## What changed
- Add the bounded root conversation to Guardian prompts for worker reviews.
- Preserve user and assistant roles, and explicitly treat only root user messages
as authorization evidence.
- Exclude summaries, review artifacts, and assistant commentary from the root
conversation evidence.
- Apply the same evidence to both core Guardian prompts and Guardian V2
classification.
## Testing
Add an integration test covering late root-user authorization, forged role text,
forwarded agent claims, and filtered synthetic authorization.
GitOrigin-RevId: 8846de69ba214a88f58f70675798d324e213427c
## What changed
- Remove the legacy `shell_command` handler and runtime, leaving `exec_command`
and `write_stdin` as the shell execution tools.
- Treat legacy `shell_command` model metadata as `unified_exec`, and normalize
legacy user opt-outs so they do not disable command execution. Managed feature
requirements and `shell_tool` can still disable it.
- Preserve shell approvals, sandboxing, zsh-fork support, and output truncation
through the unified execution path.
## Testing
- Cover legacy configuration and model-metadata compatibility.
- Exercise unified shell execution, approvals, truncation, and `apply_patch`
serialization across the app-server and core test suites.
GitOrigin-RevId: 5c2fd6164fc3519cdae4944cb9db276b8467311c
## Why
A checkout could point its `.git` file at a trusted repository's worktree
directory without proving that the repository had registered that checkout.
This could cause project configuration from an unrelated checkout to be treated
as trusted.
## What changed
- Verify the linked worktree's `gitdir` backlink, `commondir`, registered
checkout, and main checkout ownership before resolving the main repository's
trust key.
- Reject missing, oversized, symlinked, mismatched, or swapped Git metadata.
- Preserve valid linked worktrees that use path aliases, separate Git
directories, or non-UTF-8 POSIX paths.
## Testing
Add resolver and config-loading coverage for forged worktrees, metadata races,
case-sensitive paths, moved worktrees, and host MCP startup from project config.
GitOrigin-RevId: 6052a7d10ad2d613436f20175c356abdef8c758e
## Why
A model-provided shell path should select the requested shell type without
allowing that path to determine which executable Codex runs.
## What changed
- Resolve model-provided shells through Codex's normal shell discovery and
fallback logic after detecting their type.
- Keep the configured packaged zsh executable when the zsh-fork feature is
enabled and the file exists.
- Update shell, unified exec, and network approval expectations to use the
resolved local executable and arguments.
GitOrigin-RevId: ebe6f7eec2cfd1c0548d5bf1a26b7a30dba02cc2
## What changed
- Add `send_user_message_async` for root agents when the async-message feature is enabled and the model advertises tool support.
- Emit the supplied text as an asynchronous agent message and immediately return an accepted result so the turn can continue.
- Keep the user-visible update out of the model's input context.
## Testing
- Add an integration test covering tool registration, item events, continued turn execution, and model context.
GitOrigin-RevId: 13d5168cb8cd6742db17bb74a15c910994e9c98b
## Why
An unfamiliar executable can ignore its arguments, so trust in an apparent
inner command must not implicitly trust the executable that runs it.
## What changed
- Evaluate unfamiliar shell executables alongside their parsed commands when
determining unified exec approval requirements. Inner commands can add
restrictions, but cannot grant trust to the executable.
- Include the executable in reusable approval keys so approval for one custom
shell does not apply to another.
- Parse literal PowerShell scripts without launching the requested executable,
preserving command policy checks before approval.
## Testing
Add cross-platform coverage for spoofed shell paths, allowed and forbidden
inner commands, explicit custom-shell approval, and session approval isolation.
GitOrigin-RevId: 0dd2c7e9a2ac30965ef5fe5de1a8d2968bb5f9d0
## What changed
- Add a shared, read-only `ConversationHistorySnapshot` capability to the extension API.
- Include the snapshot in `ToolStartInput`, preserving conversation order while excluding contextual user messages.
- Avoid acquiring a history snapshot when no tool lifecycle contributors are registered.
## Testing
- Verify snapshots share existing response items, remain stable as history changes, and filter contextual user messages.
- Verify tool-start callbacks receive the history available for successive tool calls.
GitOrigin-RevId: 822cae33781dd876ea628f104be08d8a449a4900
## What changed
- Add `TurnInputRequest` and typed submission results for atomically starting a turn, steering the active turn, or declining input with a specific reason.
- Expose `start_or_steer_turn`, `start_turn_if_idle`, and `steer_turn` on `CodexThread`, and migrate Core consumers to these APIs.
- Make app-server `turn/start` steer an active regular turn and return that turn's ID. Reject incompatible output schemas and non-steerable turns without applying settings or enqueueing input.
## Testing
- Cover concurrent start-or-steer submissions, accepted and rejected settings updates, output-schema compatibility, idle-start rejection, and app-server steering.
GitOrigin-RevId: dd9b5528d76ec650c019e97af420bc13190ea86a
## Why
Background refreshes previously warmed only the on-disk cache, so new sessions in the same process continued using the startup snapshot.
## What changed
- Make `CloudConfigBundleLoader` retrieve the latest shared bundle on each configuration load.
- Update the in-memory bundle after successful refreshes while preserving the last successful bundle when a refresh fails.
- Stop refresh work when its loader is replaced or its final clone is dropped.
## Testing
- Cover refreshed requirements and managed configuration in later sessions.
- Cover concurrent initial loads, refresh failures and recovery, bundle clearing, and refresh-task cancellation.
GitOrigin-RevId: ae3d79b575bad71a1eed370cee6dc66dc022ffa8
## What changed
- Filter saved `allow` prefix rules from the execution policy for cyber-specialized models and models listed in `auto_review.ignore_rules`, while preserving prompt, forbidden, network, and host-executable policy entries.
- Apply the filtered policy consistently to permission instructions, shell commands, unified exec, and the zsh-fork backend.
- Limit cyber-model command approvals to one-time decisions without proposing reusable policy amendments. General models continue to honor saved prefixes, including after switching models within a thread.
## Testing
- Add policy-level coverage for filtering allow-prefix rules while retaining restrictive and network rules.
- Add end-to-end coverage across shell and unified exec paths, zsh-fork execution, user and automatic review, and model switching.
GitOrigin-RevId: f3bd3872424291b12354ec415f33986ec369a368
## What changed
- Add the public asynchronous `ModelsCache` contract and cache entry/error types.
- Let model providers and `OpenAiModelsManager` accept caller-provided cache implementations while retaining the existing file-backed cache by default.
- Treat cache read failures as misses, keep cache write failures non-fatal, and support refreshing an entry's TTL after ETag revalidation.
- Continue to prefer an explicitly configured static model catalog over an injected cache.
## Testing
- Cover injected cache hits, read and write failures, TTL refreshes, and end-to-end model selection.
- Verify that the file-backed implementation satisfies the new cache contract and does not serve expired entries before revalidation.
GitOrigin-RevId: eef957a317910b8502a0c20f8fc112f689d5e389
## What changed
- Add `CodexThread::submit_user_input_and_wait_for_admission` and export the
`UserMessageAdmission` result through `codex-core-api`.
- Resolve submissions only after they start a new turn or steer the active
turn, returning the accepting turn ID in either case.
- Return errors for invalid operations, rejected thread settings, and session
termination instead of leaving admission waiters unresolved.
## Testing
Add integration coverage for concurrent start-and-steer submissions, settings
rejection and recovery, non-user operations, and submission after shutdown.
GitOrigin-RevId: 21f1ede38d399baa9836d61a59b9f9af2dbf83b8
## Why
MCP authentication checks need to use the same HTTP routing as the MCP
transport so servers reached through configured proxies can be discovered
reliably.
## What changed
- Resolve OAuth discovery and authentication status through each server's
runtime HTTP client for both local and managed environments.
- Keep local discovery capped at five seconds while allowing explicit login
requests to retain their requested timeout.
- Resolve refreshed MCP configuration and its runtime context from the same
snapshot.
## Testing
- Cover OAuth discovery through an environment proxy and macOS system proxy
resolution.
- Cover proxied MCP startup and runtime refresh with updated authorization
headers.
- Verify capped and preserved OAuth discovery timeout policies.
GitOrigin-RevId: 461fb1d4786e547df8b1e6b2215a8ac40438a3aa
## Why
Startup prewarms and Guardian review sessions do not need workspace Git metadata. Collecting it for those requests performs redundant work, while user turns still need a fresh view of the repository.
## What changed
- Add a per-session Git enrichment policy.
- Skip enrichment for startup prewarm, preview, and Guardian review turns.
- Keep fresh enrichment enabled for regular sessions and one-shot delegated turns.
## Testing
- Cover prewarm and Guardian requests omitting workspace metadata while subsequent user turns observe repository changes.
- Cover concurrent repositories and worktrees retaining distinct metadata.
- Verify concurrent enrichment is coalesced and canceled enrichment can be retried.

## Why
`codex-http-client` is the intended owner of direct `reqwest` usage.
## What changed
- Build Codex's default and route-aware clients with `HttpClientBuilder`, and return `HttpClient` directly to API, model discovery, auth, remote control, skills, and extension callers.
- Preserve custom CA, proxy, Cloudflare cookie, sandbox, and request-logging policies while removing `codex-login`'s direct `reqwest` dependency.
- Use shared HTTP types for auth headers, status codes, transport errors, and login-server tests.
## Testing
- Add a Linux integration test verifying that a regular Responses API turn traverses the configured system proxy.
GitOrigin-RevId: 714695fb80762d2083e2f7a6414183e2b3b63854
## Why
A fixed character limit does not account for the different context-window sizes supported by models.
## What changed
- Budget extension-rendered skill metadata at 2% of the resolved model context window, capped at 4,000 tokens.
- Keep the existing 8,000-character fallback when model context metadata is unavailable.
- Include the omission marker in the budget and still emit it when no skill entry fits.
- Apply the same resolved budget to executor and host skill catalogs assembled for a turn.
## Testing
- Cover proportional and capped budgets, multibyte fallback accounting, and omission-marker behavior.
- Verify through the production turn path that larger model context windows include more catalog entries without exceeding the computed budget.
GitOrigin-RevId: 4667293f1594de4dd605b32b9fa4255d26772c0f
## Why
Sandbox wrappers replaced the process launch command and did not carry an
`ExecParams.arg0` override through to the inner process.
## What changed
- Route sandboxed Unix launches with a custom `arg0` through a helper mode that
re-execs the requested program with the override.
- Expose the helper executable to the filesystem sandbox and dispatch its mode
from Codex and exec-server test binaries.
## Testing
Add coverage for the prepared sandbox command and an end-to-end remote process
that verifies both the custom `arg0` and filesystem restrictions.

## What changed
- Remove the `spawn_agents_on_csv` and `report_agent_job_result` tools and their agent-job runtime and state models.
- Drop the legacy `agent_jobs` and `agent_job_items` tables during state database migration.
- Keep `features.enable_fanout` and `agents.job_max_runtime_seconds` accepted as no-op compatibility settings while omitting them from the generated configuration schema.
## Testing
- Verify upgrades remove both legacy agent-job tables.
- Verify the removed feature and configuration keys still parse without taking effect.

## Why
Audio attachments could be dropped from tool outputs and reconstructed thread history, while inline base64 payload size could overstate their model context cost.
## What changed
- Preserve remote and local audio attachments in legacy user-message events and thread history.
- Keep audio from function and custom tool outputs when the model supports it and the output fits the truncation budget; otherwise replace it with an omission marker.
- Estimate inline audio cost from its duration, with a serialized-size fallback for malformed or unsupported data URLs, so compaction and truncation use model-visible cost instead of raw base64 size.
- Replace audio in messages and tool outputs with an explanatory placeholder for models without audio input support.
## Testing
Add coverage for history round trips, dynamic tool responses, modality filtering, duration-based context estimates, output-budget truncation, and remote compaction.

## What changed
- Add an optional `initialItems` field to `thread/realtime/start` for seeding
realtime V3 session history with `user`, `developer`, and `assistant` text.
- Encode the items in Frameless Bidi session bootstrap payloads for websocket
and WebRTC transports while preserving existing payloads when the list is
omitted or empty.
- Reject non-empty initial items for V1 and V2, more than 128 items, any item
over 8,192 estimated tokens, or a combined total over 8,192 estimated tokens.
## Testing
- Cover protocol serialization, app-server forwarding, websocket and WebRTC
payloads, empty-list compatibility, version checks, and size limits.

## What changed
Add a Unix integration test that starts two `exec-server` environments with
separate workspace roots. Verify that each environment can write within its own
workspace while cross-workspace writes are denied.

## Why
Starting a new session should not have to wait for an unchanged stdio MCP
server to initialize before its tools can be presented to the model.
## What changed
- Cache recent tool catalogs for matching stdio MCP server configurations and
use them while a new live connection starts in the background.
- Bound the process-wide cache to 32 entries with a 30-minute TTL, and key
entries by the server configuration, environment, working directory, and
elicitation capabilities that affect the catalog.
- Keep connection-specific instructions and tool annotations out of cached
catalogs. Resolve tool calls against the live connection so tools that are
unavailable or hidden in the new session cannot be invoked from stale data.
- Publish only the newest completed catalog fetch and do not cache HTTP servers
or stdio configurations that depend on remotely sourced environment values.
## Testing
- Add coverage for cache expiration, environment changes, catalog sanitization,
and out-of-order refreshes.
- Add an end-to-end test that starts inference from cached definitions while a
replacement MCP process initializes, then verifies calls and visibility
against the live process.

## What changed
- Add per-sandbox-mode permission messages to `ModelMessages` and preserve them when applying model configuration overrides.
- Use the selected catalog message in permission instructions, substituting `{{ network_access }}` with the active network policy. Fall back to the existing sandbox text when no override is provided, and allow an empty override to omit only the sandbox section.
- Apply catalog permission messages when a session starts and when its model changes.
## Testing
- Cover catalog deserialization, mode selection, network substitution, fallback and empty-message behavior, remote model catalogs, and model changes.

## What changed
- Default `prompt_cache_key` to the session ID from response metadata instead of the thread ID.
- Preserve explicit prompt cache key overrides.
- Verify that API-key-authenticated root and subagent requests use the same session-based cache key even though they have different thread IDs.

## Why
After a cold resume, a Multi-Agent V2 root thread must still be able to
address its persisted descendants even though their runtimes are not reopened
eagerly.
## What changed
- Restore metadata for open descendant agents when resuming a V2 root thread.
- Preserve each descendant's path, nickname, and role while leaving its runtime
unloaded until a message targets it.
- Reuse the spawn metadata preparation path so restored identities retain the
same reservation and naming checks as newly spawned agents.
## Testing
Added an end-to-end cold-resume test that follows up with a persisted agent by
name and verifies that the original agent thread is loaded on demand.
