b7ad941b1f Add user-verification provider abstractions and RPC adapters (#43547)
## What changed

- Introduce `codex-user-verification` with a provider interface for credential status, creation, deletion, and challenge signing. Include typed errors, shared cancellation guards, and hashed account-user key namespaces.
- Add P-256 public-key encoding as unpadded base64url SPKI DER, derive credential IDs from its SHA-256 digest, and redact proof fields in debug output.
- Add app-server helpers to validate challenge and display-text bounds and map provider errors to typed RPC errors without exposing provider diagnostics.

The platform implementation reports verification as unsupported. App-server requests still return typed unavailability, with the message updated to mention build or account availability.

## Testing

Add tests for credential encoding and signature verification, invalid curve points, cancellation across guard clones, stable and distinct account namespaces, and invalid challenge or display values. Update the app-server unavailability test for the revised message.

8e4b7d31de Use jemalloc for Linux musl binaries (#42850)

e77c2a90af Implement Amazon Bedrock setup in the app server (#40007)

17de14558b Remove app-server's direct reqwest dependency (#39293)
## Why

`codex-http-client` is the intended owner of `reqwest`, while direct first-party
dependencies are tracked as migration debt.

## What changed

- Build app-server test HTTP clients through `HttpClientBuilder`.
- Use `http` and `url` types directly where only protocol types are needed.
- Remove `reqwest` from `codex-app-server` and its temporary dependency-policy
  exception.

bc8b25ea02 Add durable user-message queue dispatch (#37204)
## What changed

- Add a storage-neutral queue extension for listing, adding, editing, reordering, deleting, and explicitly starting queued user messages.
- Dispatch queued messages in FIFO order when a thread becomes idle after a completed turn, while leaving them queued after interruptions or failures.
- Wait for user input to be persisted before removing its queue item, and report hook rejection, task termination, and persistence failures distinctly.
- Snapshot local image and audio attachments into validated data URLs before storing them, enforce input limits, and emit `ThreadQueueChanged` events after mutations.

## Testing

- Cover queue mutations, automatic and explicit dispatch, interruption and failure behavior, hook rejection, invalid records, input limits, and local attachment snapshotting.

f0c30e528a Derive report prompt hashes from persisted rollouts (#36271)
## Why

Report prompt metadata should reflect the persisted rollout instead of
unverified tags supplied by the client.

## What changed

- Hash the session's base instructions with SHA-256 after normalizing
  whitespace, and add the result to report uploads as `prompt_hash`.
- Treat `prompt_hash` and `prompt_version` as reserved tags: remove
  client-provided values and only restore `prompt_hash` when it can be derived
  from the rollout.
- Collect the prompt hash alongside the selected turn's model and reasoning
  effort metadata.

## Testing

Added unit tests for prompt normalization, rollout metadata selection, and
replacement or removal of client-provided prompt tags.

f61b51ddd9 Support remote code-mode hosts in app-server (#35098)
## What changed

- Add `--code-mode-host ws://...` and `wss://...` support to `codex app-server`, gated by the `code_mode_host` feature. When omitted, app-server continues to start a local host.
- Share one remote WebSocket connection across the process's threads, using the configured HTTP client's proxy and TLS policy and preserving the existing framed host protocol.
- Reject invalid host URLs, bound WebSocket frame sizes, close connections cleanly, and return an error when a connection exceeds 1,024 pending delegate calls without disconnecting it.

## Testing

- Cover CLI validation, WebSocket protocol execution and shutdown, connection sharing across app-server threads, and delegate-call capacity recovery.

19940967bd Support threadless MCP connections without event channels (#34408)

a238b753af Add an API for reading installed app runtime state (#33843)

83a4187837 Run detached reviews as review-agent turns (#33156)
## Why

Detached reviews should behave like ordinary forked turns so clients get the normal steering, tool, permission, and item-stream behavior.

## What changed

- Add a bundled `$review-agent` skill with read-only, defect-first review guidance.
- Start detached reviews through `AgentRunner` with a target-specific prompt that explicitly references the bundled skill. Keep inline reviews on the existing review-mode flow.
- Continue emitting the detached review thread and turn identifiers through the app-server API.

## Testing

- Update the detached review integration test to verify the forked turn prompt, ordinary turn completion, and selection of the bundled skill when a user skill has the same name.

## Why

Macrobenchmarks benefit from having a way to exercise remote-executor
latency without depending on Docker.

This is a very minimal first cut, if we find that simulating network
conditions is useful we can always expand this scope or switch to a more
robust network shaping approach.

e639e8c4bd connectors: own app metadata types (#29723)
## Why

Connector metadata is consumed by connector discovery, ChatGPT
integration, core, and TUI code. Treating app-server's wire DTO as the
shared domain model reverses the intended dependency direction.

## What changed

- Added connector-owned app branding, review, screenshot, metadata, and
info types.
- Added explicit conversions in app-server and TUI while preserving
app-server's wire payloads.
- Removed production app-server-protocol dependencies from connectors
and ChatGPT connector code.

5a56caf18c [codex] Remove async_trait from first-party code (#27475)
## Why

First-party async traits should expose their `Send` contracts explicitly
without requiring `async_trait`. This completes the migration pattern
established in #27303 and #27304.

## What changed

- Replaced the remaining first-party `async_trait` traits with native
return-position `impl Future + Send` where statically dispatched and
explicit boxed `Send` futures where object safety is required.
- Kept implementations behavior-preserving, outlining existing async
bodies into inherent methods where that keeps the diff reviewable.
- Removed all direct first-party `async-trait` dependencies and the
workspace dependency declaration.
- Added a cargo-deny policy that permits `async-trait` only through the
remaining transitive wrapper crates.
- Updated `rand` from 0.8.5 to 0.8.6 to resolve RUSTSEC-2026-0097 and
keep the full cargo-deny check passing.

## Validation

- `just test -p codex-exec-server`: 216 passed, 2 skipped.
- `just test -p codex-model-provider`: 39 passed.
- `just test -p codex-core` and `just test`: changed tests passed;
remaining failures are environment-sensitive suites unrelated to this
migration.

236b50125d [codex] Load user instructions through an injected provider (#27101)
## Why

We want to remove implicit use of `$CODEX_HOME` from `codex-core` and
make embedders responsible for supplying user-level instructions. This
also ensures user instructions load when no primary environment is
selected.

## What changed

Stacked on #27415, which makes `codex exec` surface thread-scoped
runtime warnings.

- Added `UserInstructionsProvider` to `codex-extension-api`, with
absolute source attribution and recoverable loading warnings.
- Added `codex-home` with the filesystem-backed provider for
`AGENTS.override.md` and `AGENTS.md`, preserving precedence, fallback,
trimming, lossy UTF-8 handling, and the existing uncapped global
instruction size.
- Removed global instruction loading from `Config` and require
`ThreadManager` callers to inject a provider.
- Load provider instructions once for each fresh root runtime, including
runtimes without a primary environment. Running sessions retain their
snapshot, while child agents inherit the parent snapshot without
invoking the provider.
- Keep provider instructions separate while loading project `AGENTS.md`,
then assemble the model-visible instructions with the existing ordering,
source attribution, warning, and turn-context behavior.
- Wired the Codex home provider through the CLI, app server, MCP server,
core facade, and thread-manager sample.

## Validation

b2a4e3be27 [codex] migrate ExecutorFileSystem paths to PathUri (#27424)
## Why

We're moving exec-server to use PathUri for its internal path
representations.

## What

Move `ExecutorFileSystem` APIs to use `PathUri` instead of
`AbsolutePathBuf`. Future changes will convert higher-level parts of
exec-server.

4ec3b8eeea Route hosted Apps MCP through extensions (#27191)
## Stack

- Base: #27184
- This PR is the second vertical and should be reviewed against
`jif/external-plugins-1`, not `main`.

## Why

CCA is moving toward a split runtime where the orchestrator may have no
filesystem or executor, but it still needs to activate remotely hosted
plugin components. HTTP MCP servers are the simplest complete example:
they need configuration and host authentication, but they do not need an
executor process.

The Apps MCP endpoint is currently synthesized by a special-purpose
loader inside the MCP runtime. That works locally, but it leaves hosted
MCP activation outside the extension model being established in #27184.
It also makes the Apps path a poor foundation for plugins whose skills,
MCP servers, connectors, and hooks may come from different sources or
execute in different places.

This PR moves that one behavior behind an extension-owned contribution
while preserving the existing local fallback. It deliberately does not
introduce a generic plugin activation framework.

## What changed

### MCP extension contribution

`codex-extension-api` gains an ordered `McpServerContributor` contract.
A contributor returns typed `Set` or `Remove` overlays for MCP server
configuration; later contributors win for the names they own.

The contract stays at the existing MCP configuration boundary.
Extensions do not create a second connection manager or transport
abstraction.

### Hosted Apps MCP extension

A new `codex-mcp-extension` contributes the reserved `codex_apps` server
from the existing Apps feature, ChatGPT base URL, path override, and
product SKU configuration.

When `apps_mcp_path_override` is enabled for `https://chatgpt.com`, the
resulting streamable HTTP endpoint is
`https://chatgpt.com/backend-api/ps/mcp`. The existing ChatGPT-auth gate
remains authoritative, so this server can run in an orchestrator-only
process without being exposed for API-key sessions.

### One resolved runtime view

`McpManager` now distinguishes three views:

- **configured:** config- and plugin-backed servers before extension
overlays;
- **runtime:** configured servers plus host-installed extension
contributions;
- **effective:** runtime servers after auth gating and compatibility
built-ins.

App-server installs the hosted MCP extension and uses the runtime view
for thread startup, refresh, status, threadless resource reads,
connector discovery, and MCP OAuth lookup. This keeps
`mcpServer/oauth/login` consistent with the servers exposed by the other
MCP APIs. The hosted Apps server itself continues to use existing
ChatGPT host authentication rather than MCP OAuth.

## Compatibility

Hosts that do not install the MCP extension retain the existing Apps MCP
synthesis path. This preserves current local-only, CLI, and
standalone-host behavior while app-server exercises the extension path.

Disabling Apps removes the reserved `codex_apps` entry, and losing
ChatGPT auth removes it from the effective runtime view. Executor
availability is not consulted for this HTTP transport.

## Follow-ups

The next vertical will resolve a manifest-declared stdio MCP server from
an executor-selected plugin root and execute it in the environment that
owns that root. Later verticals can add backend-owned skills, connector
metadata, hooks, durable selection semantics, and incremental local
convergence without changing the component-specific runtime boundaries
introduced here.

## Verification

Focused coverage was added for:

- contributing the hosted Apps MCP at `/backend-api/ps/mcp` without an
executor;
- requiring ChatGPT auth in the effective runtime view;
- removing a reserved configured Apps server when the Apps feature is
disabled.

`cargo check -p codex-app-server -p codex-mcp-extension -p
codex-extension-api -p codex-mcp` passed. Tests and Clippy were not run
locally under the current development instruction; CI provides the full
validation pass.

89ac3ec27c Load selected executor skills through extensions (#27184)
## Why

CCA is moving toward a split runtime where the orchestrator may not have
a filesystem, while executors can expose preinstalled plugins and
skills. A thread therefore needs to select capabilities without asking
app-server or core to interpret executor-owned paths through the
orchestrator's filesystem.

The longer-term model is broader than executor skills:

- A plugin is a bundle of skills, MCP servers, connectors/apps, and
hooks.
- A plugin root can be local, executor-owned, or hosted by a backend.
- Components inside one plugin can use different access and execution
mechanisms. A skill may be read from a filesystem or through backend
tools; an HTTP MCP server can run without an executor; a stdio MCP
server or hook needs an execution environment.
- Core should carry generic extension initialization data. The extension
that owns a component should discover it, expose it to the model, and
invoke it through the appropriate runtime.

This PR establishes that architecture through one complete vertical:
selecting a root on an executor, discovering the skills beneath it,
exposing those skills to the model, and reading an explicitly invoked
`SKILL.md` through the same executor.

## Contract

`thread/start` gains an experimental `selectedCapabilityRoots` field:

The root is intentionally not classified as a "plugin" or "skill" in the
API. It can point at a standalone skill, a directory containing several
skills, or a plugin containing skills and other components. This PR only
teaches the skills extension how to consume it; later extensions can
resolve MCP, connector, and hook components from the same selection.

The platform-supplied `id` is stable selection identity. The location
says which runtime owns the root and gives that runtime an opaque path.
App-server does not inspect or canonicalize the path.

## What changed

### Generic thread extension initialization

App-server converts selected roots into `ExtensionDataInit`. Core
carries that generic initialization value until the final thread ID is
known, then creates thread-scoped `ExtensionData` before lifecycle
contributors run.

This keeps `Session` and core independent of the capability-selection
contract. The initialization value is consumed during construction; it
is not retained as another long-lived `Session` field.

### Executor-backed skills

The skills extension now owns an `ExecutorSkillProvider` that:

- resolves the selected environment through `EnvironmentManager`
- discovers, canonicalizes, and reads skills through that environment's
`ExecutorFileSystem`
- contributes the bounded selected-skill catalog as stable developer
context
- reads an explicitly invoked skill body through the authority that
listed it
- warns when an environment or root is unavailable
- never falls back to the orchestrator filesystem for an executor-owned
root

Skill catalog and instruction fragments have hard byte bounds, which
also bound them below the 10K-token per-item context limit. If a
selected executor skill has the same name as a legacy local skill, the
executor selection owns that invocation and the local body is not
injected a second time.

Existing local and bundled skill loading remains in place. Omitting
`selectedCapabilityRoots` therefore preserves current local-only
behavior.

## Current semantics

- Only environment-owned locations are represented in this first
contract.
- Roots are resolved by the destination extension, not by app-server or
core.
- An unavailable executor or invalid root produces a warning and no
capabilities from that root; it does not trigger a local-filesystem
fallback.
- Selection applies to a newly started active thread.
- MCP servers, connectors, and hooks beneath a selected plugin root are
not activated yet.
- Selection is not yet persisted or inherited across resume, fork, or
subagent creation. Existing local capabilities continue to behave as
they do today in those flows.

## Planned vertical follow-ups

1. **Hosted HTTP MCP:** add an extension-backed HTTP MCP source that
works without an executor, then replace the special-purpose MCP plugins
loader with that implementation.
2. **Executor MCP:** register and execute stdio MCP servers through the
environment that owns the selected plugin root.
3. **Backend skills:** add a hosted skill source whose catalog and
bodies are accessed through extension tools rather than a filesystem.
4. **Connectors and hooks:** activate those components through their
owning extensions, using the same selected-root boundary and
component-specific runtime.
5. **Durable selection:** define the desired-selection lifecycle,
persist it, and make resume, fork, and subagent inheritance explicit
rather than accidental.
6. **Local convergence:** incrementally route existing local plugin,
skill, and MCP loading through the same extension model while preserving
current local behavior.

selection, and the owning extension resolves and operates its component.

Targeted protocol, core-skills, skills-extension, core lifecycle, and

- Uses thread-idle lifecycle emission after goal resume and snapshot
ordering so the extension can decide whether to continue the goal.
- Forwards extension goal updates through a FIFO async app-server
notification path so backpressure does not drop them or reorder updates.
- Keeps review turns from enabling goal runtime behavior.
- Plans extension tools before dynamic tools so built-in goal tool names
keep their old precedence when goals are enabled.
- Removes the old core goal runtime, core goal tool handlers, and core
goal tool specs.
- Updates tests that were coupled to the core-owned goal runtime while
leaving the legacy `<goal_context>` compatibility path in core for old
threads.
- Removes the stale cargo-shear ignore now that `codex-goal-extension`
is used by the workspace.

`codex-cloud-config`.

legacy cloud requirements endpoint.

This PR exists to make the lineage obvious before the bundle migration.
GitHub should show the old `codex-rs/cloud-requirements/src/lib.rs`
implementation as moved to `codex-rs/cloud-config/src/lib.rs`, rather
than as unrelated new code.

The follow-up PR adapts this moved crate to the new config bundle API
and switches runtime consumers over.

## Why

Add a standalone image generation path that can be exercised
independently of hosted Responses image generation, while retaining the
hosted tool as fallback unless the extension is actually available to
the model.

## What changed

- Added the `codex-image-generation-extension` crate with standalone
generate/edit execution, prior-image selection for edits, model-visible
image output, and local generated-image persistence.
- Installed the extension in app-server behind the disabled-by-default
`imagegenext` feature and backend eligibility checks.
- Updated core tool planning so eligible `image_gen.imagegen` exposure
replaces hosted `image_generation`, while unavailable configurations
retain hosted fallback.
- Added coverage for extension behavior, edit history reuse, feature
gating, auth eligibility, and hosted-tool replacement.
- The extension is installed through app-server only in this PR; other
execution paths retain hosted image generation because hosted
replacement occurs only when the standalone executor is actually
registered and model-visible.
- The initial extension contract intentionally fixes the image model to
`gpt-image-2` and uses automatic image parameters.
- Native generated-image history/card parity and rollout persistence
cleanup are intentionally deferred follow-up work.

9826581e7b Attach Windows sandbox log to feedback reports (#24623)
## Why

Windows sandbox diagnostics are currently hard to recover from
`/feedback` even though they are often the most useful artifact when
debugging sandbox behavior. Now that sandbox logging uses daily rolling
files, feedback can safely include the current day's sandbox log without
uploading the old ever-growing legacy `sandbox.log`.

## What changed

- Add a `codex-windows-sandbox` helper that resolves the current daily
sandbox log from `codex_home`.
- When feedback is submitted with logs enabled on Windows, app-server
attaches today's sandbox log if it exists.
- Upload the attachment under the stable filename `windows-sandbox.log`,
independent of the dated on-disk filename.
- Keep existing raw `extra_log_files` behavior unchanged for rollout and
desktop log attachments.

## Verification

cccde930ce Move memory prompt injection to app-server extension (#22841)
## Why

Memory prompt injection should be owned by the extension path that
app-server composes at runtime, not by an inlined special case inside
`codex-core`. This keeps `codex-core` focused on session orchestration
while allowing the memories extension to own its app-server prompt
behavior.

## What Changed

- Registers `codex-memories-extension` in the app-server extension
registry.
- Moves the memory developer-instruction injection out of
`core/src/session/mod.rs` and into the memories extension prompt
contributor.
- Adds config-change handling so the extension keeps its per-thread
memory settings in sync after startup.
- Leaves memories read/retrieval tools unregistered for now so this PR
only changes prompt injection.
- Removes the stale `cargo-shear` ignore now that app-server depends on
the extension crate.

Not run locally; validation is left to CI.

51bfb5f3b1 Restore app-server websocket listener with auth guard (#22404)
## Why
PR #21843 removed the TCP websocket app-server listener, but that also
removed functionality that still needs to exist. Restoring it as-is
would reopen the old remote exposure problem, so this keeps the restored
listener while making remote and non-loopback usage require explicit
auth.

## What Changed
- Mostly reverts #21843 and reapplies the small merge-conflict
resolutions needed on top of current main.
- Restores ws://IP:PORT parsing, the app-server TCP websocket acceptor,
websocket auth CLI flags, and the associated tests.
- The only intentional behavior change from the restored code is that
non-loopback websocket listeners now fail startup unless --ws-auth
capability-token or --ws-auth signed-bearer-token is configured.
Loopback listeners remain available for local and SSH-forwarding
workflows.

## Reviewer Focus
Please focus review on the small auth-enforcement delta layered on top
of the revert:

- codex-rs/app-server-transport/src/transport/websocket.rs:
start_websocket_acceptor now rejects unauthenticated non-loopback
websocket binds before accepting connections.
- codex-rs/app-server-transport/src/transport/auth.rs: helper logic
classifies unauthenticated non-loopback listeners.
- codex-rs/app-server/tests/suite/v2/connection_handling_websocket.rs:
tests cover unauthenticated ws://0.0.0.0 startup rejection and
authenticated non-loopback capability-token startup.

Everything else is intended to be revert/merge-conflict restoration
rather than new product behavior.

a124ddb854 app-server: remove TCP websocket listener (#21843)
## Why

The app-server no longer needs to expose a TCP websocket listener.
Keeping that transport also kept around a separate listener/auth surface
that is unnecessary now that local clients can use stdio or the
Unix-domain control socket, while remote connectivity is handled by
`remote_control`.

## What Changed

- Removed `ws://IP:PORT` parsing and the `AppServerTransport::WebSocket`
startup path.
- Deleted the app-server websocket listener auth module and removed
related CLI flags/dependencies.
- Kept websocket framing only where it is still needed: over the
Unix-domain control socket and in the outbound `remote_control`
connection.
- Updated app-server CLI/help text and `app-server/README.md` to
document only `stdio://`, `unix://`, `unix://PATH`, and `off` for local
transports.
- Converted affected app-server integration coverage from TCP websocket
listeners to UDS-backed websocket connections, and added a parse test
that rejects `ws://` listen URLs.
- Removed the now-unused workspace `constant_time_eq` dependency and
refreshed `Cargo.lock` after `cargo shear` caught the drift.
- Moved test app-server UDS socket paths to short Unix temp paths so
macOS Bazel test sandboxes do not exceed Unix socket path limits.

- Added/updated tests around UDS websocket transport behavior and
`ws://` listen URL rejection.

569ff6a1c4 extension: move git attribution into an extension (#21738)
## Why

Git commit attribution is prompt policy, not session orchestration.
After #21737 adds the extension-registry seam, this moves that
prompt-only behavior out of `codex-core` so `Session` can consume
extension-contributed prompt fragments instead of owning a one-off
policy path itself.

Before this PR, `Session` injected the trailer instruction directly from
`codex-core` ([session
assembly](a57a747eb6/codex-rs/core/src/session/mod.rs (L2733-L2739)),
[helper
module](a57a747eb6/codex-rs/core/src/commit_attribution.rs (L1-L33))).
This branch moves that same responsibility into
[`codex-git-attribution`](b5029a6736/codex-rs/ext/git-attribution/src/lib.rs (L14-L100)).

## What changed

- Added the `codex-git-attribution` extension crate.
- Snapshot `CodexGitCommit` plus `commit_attribution` at thread start,
then contribute the developer-policy fragment through the extension
registry.
- Register the extension in app-server thread extensions.
- Remove the old `codex-core` helper module and direct `Session`
injection path.

This keeps the existing behavior intact: the prompt is only contributed
when `CodexGitCommit` is enabled, blank attribution still disables the
trailer, and the default remains `Codex <noreply@openai.com>`.

## Why

[#21736](https://github.com/openai/codex/pull/21736) introduces the
typed extension API, but the runtime does not yet carry a registry
through thread/session startup or give contributors host-owned stores to
read from. This PR wires that host-side path so later feature migrations
can move product-specific behavior behind typed contributions without
adding another bespoke seam directly to `codex-core`.

## What changed

- Thread `ExtensionRegistry<Config>` through `ThreadManager`,
`CodexSpawnArgs`, `Session`, and sub-agent spawn paths.
- Wire `ThreadStartContributor` and `ContextContributor`
- Expose the small supporting surface needed by non-core callers that
construct threads directly, including `empty_extension_registry()`
through `codex-core-api`.

This PR lands the host plumbing only: the app-server registry is still
empty, and concrete feature migrations are intended to follow
separately.

c579da41b1 Move file watcher out of core (#21290)

The app-server watcher relocation leaves the generic filesystem watcher
as the last watcher-specific implementation still living inside
`codex-core`. Moving that code to a small crate keeps `codex-core`
focused on thread execution and lets app-server depend on the watcher
without reaching back into core for filesystem watching primitives.

This PR is stacked on #21287.

- Added a new `codex-file-watcher` crate containing the existing watcher
implementation and its unit tests.
- Updated app-server `fs_watch`, `skills_watcher`, and listener state to
import watcher types from `codex-file-watcher`.

## Summary

`cargo test` has entails both running standard Rust tests and doctests.
It turns out that the doctest discovery is fairly slow, and it's a cost
you pay even for crates that don't include any doctests.

This PR disables doctests with `doctest = false` for crates that lack
any doctests.

For the collection of crates below, this speeds up test execution by
>4x.

E.g., before this PR:

`codex-app-server` currently owns both request-processing code and
transport implementation details. Splitting the transport layer into its
own crate makes that boundary explicit, reduces the amount of
transport-specific dependency surface carried by `codex-app-server`, and
gives future transport work a narrower place to evolve.

## What changed

- Added `codex-app-server-transport` and moved the existing transport
tree into it, including stdio, unix socket, websocket, remote-control
transport, and websocket auth.
- Moved shared transport-facing message types into the new crate so both
the transport implementation and `codex-app-server` use the same
definitions.
- Kept processor-facing connection state and outbound routing in
`codex-app-server`, with the routing tests moved next to that local
wrapper.
- Updated workspace metadata, Bazel crate metadata, and
`codex-app-server` dependencies for the new crate boundary.

the app-server flow for each requested `cwd`.
- `app-server-protocol/src/protocol/v2.rs` defines the new v2
request/response payloads exposed on the wire.

### Core Changes

`core/src/plugins/manager.rs` adds `plugins_for_layer_stack(...)` so
`skills/list` and `hooks/list`can resolve plugin state for each
requested `cwd`

cb8b1bbcd6 Support detect and import MCP, Subagents, hooks, commands from external (#19949)
## Why
This PR expands the migration path so Codex can detect and import MCP
server config, hooks, commands, and subagents configs in a Codex-native
shape.

## What changed

- Added a `codex-external-agent-migration` crate that owns conversion
logic for external-agent MCP servers, hooks, commands, and subagents.
- Extended the app-server external-agent config detection/import API
with migration item types for MCP server config, hooks, commands, and
subagents.

## Migration strategy

The migration is intentionally conservative: Codex only imports
external-agent config that can be represented safely in Codex today.
Unsupported or ambiguous config is skipped instead of being partially
translated into behavior that may not match the source system.

- **MCP servers**: import supported stdio and HTTP MCP server
definitions into `mcp_servers`. Disabled servers and servers filtered
out by source `enabledMcpjsonServers` / `disabledMcpjsonServers` are
skipped. Project-scoped MCP entries from `.claude.json` are included
when they match the repo path.
- **Hooks**: import only supported command hooks into
`.codex/hooks.json`. Unsupported hook features such as conditional
groups, async handlers, prompt/http hooks, or unknown fields are
skipped. Referenced hook scripts are copied into `.codex/hooks/`,
preserving any existing target scripts.
- **Commands**: import supported external commands as Codex skills under
`.agents/skills/source-command-*`. Commands that rely on source runtime
expansion such as `$ARGUMENTS`, `$1`, `@file` references, shell
interpolation, or colliding generated names are skipped.
- **Subagents**: import valid subagent Markdown files into
`.codex/agents/*.toml` when they have the minimum Codex agent fields.
Source model names are not migrated, so imported agents keep the user’s
Codex default model; compatible reasoning effort and sandbox mode are
migrated when present.
- **Skills and project guidance**: copy missing skill directories into
`.agents/skills` and migrate `CLAUDE.md` guidance into `AGENTS.md`,
rewriting source-agent terminology to Codex terminology where
appropriate.
- **Detection details**: detected migration items include lightweight
details for UI preview, such as MCP server names, hook event names,
generated command skill names, and subagent names. Import still
recomputes from disk instead of trusting details as the source of truth.

- Adds focused coverage for the new migration behavior and app-server
import flow.

## Summary

This PR moves Codex backend request authentication from direct
bearer-token handling to `AuthProvider`.

The new `codex-auth-provider` crate defines the shared request-auth
trait. `CodexAuth::provider()` returns a provider that can apply all
headers needed for the selected auth mode.

This lets ChatGPT token auth and AgentIdentity auth share the same
callsite path:
- ChatGPT token auth applies bearer auth plus account/FedRAMP headers
where needed.
- AgentIdentity auth applies AgentAssertion plus account/FedRAMP headers
where needed.

8a0ab3fc13 app-server: add Unix socket transport (#18255)
## Summary
- add unix:// app-server transport backed by the shared codex-uds crate
- reuse the websocket connection loop for axum and tungstenite-backed
streams
- add codex app-server proxy to bridge stdio clients to the control
socket
- tolerate Windows UDS backends that report a missing rendezvous path as
connection refused before binding
