Sean Huang ab190cdfdf Build V8 from source by default in Bazel (#57832)
## Why

Source-built V8 archives and generated Rust bindings must agree on their ABI, including in debug builds. Linux platform selection must also distinguish GNU and musl when using LLVM platforms.

## What changed

- Always select source-built V8 archives and matching bindings for Bazel consumers, removing the `rusty_v8_from_source` flag.
- Use LLVM's libc-aware Linux selectors for archives, bindings, headers, and bindgen targets.
- Keep `V8_ENABLE_CHECKS` undefined in debug builds to match Rust's `HandleScope` layout, and set `V8_LOGGING_LEVEL=2` for debug verification.
- Include compiler-rt builtins in the ARM64 GNU/Linux archive to provide `__clear_cache`.
- Set the Intel macOS minimum version for `codex-code-mode-host` releases to 10.13 for V8's aligned allocation support.

## Testing

Always include the existing ignored CppGC ABI checks in Bazel `v8-poc` unit tests and remove their exclusion from Bazel CI.

Dmitriy Kovalenko 02d78ab053 Add Bazel release staging archives (#51850)
## What changed

- Add `runtime_package` targets for combined, primary, app-server, and Windows helper bundles, plus per-binary release archives.
- Apply release settings automatically and retain unstripped binaries with macOS dSYM or Windows PDB symbols. Require platform-specific symbols and validate that dSYM bundles contain nonempty DWARF data.
- Support a `debug` build mode for faster package smoke builds and configure platform-specific release settings, including native Windows MSVC toolchains.
- Add a composite action that refreshes Cargo workspace metadata, builds the selected archive, and extracts writable files for existing signing and packaging steps.

Channing Conger aa46f2debf code-mode standalone: extract protocol and add host crate (#27724)
This is phase 1 of a 4 phase stack:
1. **Add protocol and host crates for new IPC code mode implementation**
2. Create the new standalone binary
3. Create a new IPC `CodeModeSessionProvider` to use new binary
4. Remove v8 from core and only use IPC provider

## Add protocol and host crates for new IPC code mode implementation
Establish a clean process boundary without changing the existing
in-process behavior.

- Add the codex-code-mode-protocol crate for shared session, runtime,
response, and tool-definition types.
- Move protocol-facing code out of the V8-backed implementation.
- Add a buildable codex-code-mode-host crate as the foundation for the
standalone process.
- Keep the existing in-process runtime as the active implementation.
