## Why
Sandbox invocations without an explicit permissions profile and remote `exec-server` connections using ChatGPT auth need access to cloud-defined model providers and managed requirements. Cloud bootstrap requests must also respect local application network policy.
## What changed
- Bootstrap sandbox cloud config whenever managed config is included, even without an explicit profile. Skip bootstrap when `--sandbox-state-json` supplies the sandbox state.
- Load cloud config for remote executors beyond workload identity, while skipping forwarders and executors using stdin credentials, AWS SigV4, or agent identity auth. Honor `CODEX_API_KEY` selection so API key connections skip ChatGPT cloud config.
- Apply local application network policy during cloud bootstrap and activate effective application network policy before exec-server clients are created.
## Testing
Add coverage for cloud-defined providers in sandbox and remote exec-server invocations, API key bypass, local policy blocking bundle requests, cloud policy blocking remote registration, and bootstrap exclusions.

## What changed
Add `codex app-server --print-startup-config` to validate local and cloud-backed configuration and emit the app-server version and configuration requirements as JSON without initializing environments, thread storage, or plugins. Configuration failures produce structured JSON errors and a nonzero exit status.
Support `--startup-sign-out` to remove account credentials and reload signed-out requirements, including recovery when cloud policy is unavailable. Reject sign-out for host-owned external authentication. Accept `--startup-client-info` to identify configuration and authentication requests.
Reuse configuration loading and account cleanup logic between startup discovery and the running app server.
## Testing
Add CLI integration coverage for configuration validation, project login restrictions, managed cloud requirements and failures, sign-out recovery, external authentication protection, and independence from locked or invalid history databases.

## Why
Removing a base-user marketplace must not delete a snapshot that is still
referenced by another enabled configuration layer.
## What changed
- Load the current configuration stack for marketplace commands in the CLI and
app server.
- Reject removal when a matching marketplace is defined by another enabled
layer, and identify the configuration source that must be updated instead.
- Allow cleanup of an installed marketplace snapshot even when no base-user
entry exists.
## Testing
Cover project, enterprise-managed, system, and session-flag configurations, as
well as snapshot-only removal through the CLI and app server.
