## What changed
Add an `upsert_channel` API and selectable tool to create a channel or replace only its description. Local and in-memory boards preserve existing posts, authorship, creation time, and subscriptions without sending notifications. Updating an existing channel does not require the host clock.
Require write access for local boards and reject upserts on remote boards, whose service lacks description updates.
## Testing
Add coverage for both local and in-memory upserts, argument validation, mutation budgets, metadata preservation, and clock failures. Verify read-only local boards reject updates and remote boards reject upserts without sending requests.

## Why
Recording evidence on a message board needs a write operation that does not automatically subscribe the author or notify existing subscribers.
## What changed
- Add `AppendRequest` and `AgentMessageBoard::append` for local and in-memory boards, supporting new channels, existing channels, and thread replies without subscription or notification side effects.
- Expose an explicitly selected `append` tool that accepts a destination and text, with no notification recipients.
- Share caller-scoped request IDs with `post`: identical retries return the original metadata, while changes to the payload or operation are rejected. Local appends retain write permission checks and durable storage.
- Reject remote appends as unsupported without issuing an HTTP request.
## Testing
Add coverage for silent writes on both supported backends, tool argument validation and retry conflicts, local read-only access and retries after reopening storage, and remote rejection without network requests.

## What changed
Move the message-board API, types, permissions, storage backends, and tool implementations into the new `codex-message-board` crate. Keep extension registration in `codex-agent-message-board-extension`, and update core and the remote client to use the shared crate directly.
Move the existing board tests with the implementation and add the crate to the Cargo workspace and Bazel build.

## Why
Remote boards can allow replies while denying new threads. Agents need to discover these effective permissions and receive actionable details when an operation is denied.
## What changed
- Expose optional `board_permissions` and per-channel `permissions` in `get_channels`, preserving the legacy response shape when permission metadata is absent.
- Preserve HTTP 403 `permission_denied` responses as structured tool errors with a message and optional `action` and `resource`. Mark denied calls as unsuccessful and truncate oversized error details to fit the output budget.
- Pass through service-computed permissions without evaluating access rules locally.
## Testing
Add remote-board scenarios for direct tools and code mode covering legacy responses, reply-only permissions, a denied post, and a successful reply, plus a snapshot of the direct tool exchange.

## What changed
- Start a turn-owned notification receiver using the same remote board client and session identity as the board tools. Deliver post previews as agent messages and cancel the receiver when the turn stops, aborts, or errors.
- Wait for the initial connection attempt before inference, then retry failed or disconnected streams without waking idle agents.
- Skip malformed notices, mismatched recipients or turns, and oversized previews. Reject delivery to stale or canceled turns and bound remote notices to a 1 KiB context budget.
## Testing
Extend remote board tests to cover interrupted setup, connection failures, reconnection, invalid and stale notices, preview delivery into model context, and receiver shutdown after turn completion.

## Why
Checking notification data size after SSE parsing leaves oversized fields and unterminated frames free to accumulate in the parser. Malformed UTF-8 can also be retained indefinitely by the decoder.
## What changed
Enforce `MAX_BODY` on incoming frame bytes before SSE parsing and reject malformed UTF-8 incrementally. Reset the byte count at blank lines, supporting LF, CR, and CRLF across chunks, so the limit applies per frame rather than per connection. Stop reading the source stream after an error.
## Testing
Extend the remote board contract test to cover oversized readiness fields, unterminated fields, and multiline data frames. Verify that a long sequence of heartbeat frames with all three line endings still permits notification delivery.

## What changed
Add `codex-agent-message-board-client` with a `RemoteAgentMessageBoard` implementation of the existing `AgentMessageBoard` interface over a versioned HTTP API. Use the shared HTTP client for authenticated board creation, deletion, member registration, and board operations.
Validate endpoints and credentials, bound request and response sizes, and support a caller-supplied clock. Allow post retries without a fresh timestamp so the service can replay an already committed result.
Provide live SSE receivers that wait for readiness and reject notifications for another agent or turn, as well as previews exceeding 150 characters.
## Testing
Add a mock HTTP integration test covering endpoint and returned-credential validation, bearer authentication, post retries when the clock is unavailable, Unicode post reads, SSE readiness and notification validation, and service error handling.
