48ebbf5334 Use the API plugin marketplace for Amazon Bedrock (#34931)
## Why

Amazon Bedrock configurations can operate without Codex auth, so auth mode alone
cannot determine which curated plugin marketplace to expose.

## What changed

- Pass the resolved model provider into plugin configuration.
- Select `openai-api-curated` when the resolved provider is `amazon-bedrock`,
  while retaining API-key auth as a selection signal.
- Cover provider overrides and app-server plugin listing without an `auth.json`
  file.

d937bfac84 Honor system proxy settings for remote plugins (#34509)
## Why

Remote plugin requests did not use Codex's effective outbound proxy policy, so
they could bypass configured system proxy and PAC routing.

## What changed

- Route remote plugin catalog, mutation, sharing, upload, and bundle download
  requests through the configured route-aware HTTP client.
- Select routes using the complete request URL, including encoded query
  parameters and backend-provided signed upload or download URLs.
- Preserve standard Codex headers and suppress diagnostics for URLs or headers
  that may contain credentials.

## Testing

Add coverage for route selection of catalog queries, workspace plugin uploads,
and backend-provided bundle download URLs.

94bb6a09a6 Respect system proxies during plugin startup sync (#34506)
## Why

The curated plugin startup sync can fall back from Git to HTTP, but those
requests did not use Codex's effective outbound proxy policy.

## What changed

- Thread the configured HTTP client factory into curated plugin sync.
- Route GitHub API, zipball, backup metadata, and returned download URLs
  through the route-aware client when system proxy support is enabled.
- Preserve the existing default HTTP client behavior, including its custom CA
  fallback, when system proxy support is disabled.
- Apply the standard Codex headers to startup-sync HTTP requests.

## Testing

Add coverage that records route selection for repository, archive, metadata,
and backend-supplied download URLs, and verifies standard headers are sent.

e428a12d22 [codex] Enable remote plugins by default (#30297)
## Summary

- enable the remote plugin feature by default
- promote the remote plugin feature from under development to stable
- preserve the existing `features.remote_plugin` override for explicitly
disabling it
- keep legacy disabled-path coverage explicit in TUI and app-server
tests

## Impact

Remote plugin functionality is enabled by default for configurations
that do not set the feature flag. The existing Codex backend
authentication gate still applies.

## Validation

- `just fmt`
- `just test -p codex-features`
- `just test -p codex-tui
plugins_popup_remote_section_fallback_states_snapshot`
- targeted `codex-app-server` plugin-list and skills-list tests
- `git diff --check`

The full TUI and app-server suites were also exercised locally. All
remote-plugin-related coverage passed; unrelated local
sandbox/test-binary failures remain outside this change.

02dce8eb8d [codex] Load API curated marketplace by auth (#28383)
## Summary
- choose the local OpenAI curated marketplace manifest based on auth:
Codex backend auth gets the existing marketplace, direct provider auth
gets `api_marketplace.json`
- include Bedrock API key auth in the direct-provider API marketplace
path
- safely skip the API marketplace when `api_marketplace.json` is absent

## Validation
- `just fmt`
- `git diff --check origin/main...HEAD`
- CI should run the full validation

## Manual Testing

### - New api marketplace not available for API key sign
1. Safely not display anything from api marketplace
<img width="1161" height="289" alt="Screenshot 2026-06-15 at 21 37 43"

/>

### - New api marketplace for API key sign in
1. Setup api_marketplace.json
```
{
  "name": "openai-curated",
  "interface": {
    "displayName": "Codex official"
  },
  "plugins": [
    {
      "name": "linear",
      "source": {
        "source": "local",
        "path": "./plugins/linear"
      },
      "policy": {
        "installation": "AVAILABLE",
        "authentication": "ON_INSTALL"
      },
      "category": "Productivity"
    }
  ]
}
```

2. Log in with API key, observe that only the defined plugin from
api_marketplace.json is available from "Codex Official" (outside of
local testing marketplaces)

/>

also checked functionality on codex app

### - SiWC users
Still uses 'default' marketplace.json and renders all plugins

/>

also checked functionality on codex app

## Notes
- `just test -p codex-core-plugins` was started locally before splitting
branches, but I stopped relying on local tests per follow-up and left
final validation to PR CI.

4f655bc3b7 [codex] Remove legacy remote plugin startup sync (#25936)
## Summary

- Remove the legacy startup remote plugin sync path that called
`/plugins/list` and reconciled curated plugin cache/config.
- Remove the `sync_plugins_from_remote` API, its result/error types,
startup marker task, and tests that expected the legacy request.
- Keep the current remote installed bundle sync and remote catalog flows
(`/ps/plugins/installed` and `/ps/plugins/list`) intact.

## Validation

- `just fmt`
- `git diff --check`
- `env HOME=/private/tmp/codex-xin-build-home
USERPROFILE=/private/tmp/codex-xin-build-home just test -p
codex-core-plugins`
- Searched for legacy `/plugins/list` sync references; remaining matches
are `/ps/plugins/list` catalog tests/code.

## Notes

- `just test -p codex-app-server plugin_list` is currently blocked
before running filtered tests by an unrelated compile error in
`app-server/tests/suite/v2/image_generation.rs`:
`app_test_support::McpProcess` is not exported.

d45cd26248 Switch runtime to cloud config bundle (#24622)
## Summary

- Adapts the moved `codex-cloud-config` crate from the legacy cloud
requirements endpoint to the new config bundle endpoint.
- Switches runtime consumers from `CloudRequirementsLoader` to
`CloudConfigBundleLoader` so one shared bundle supplies cloud-delivered
config and requirements.
- Removes the legacy cloud requirements domain loader path.

## Details

This intentionally keeps `codex-cloud-config` monolithic for review
lineage: the previous PR establishes the crate move, and this PR shows
the behavior change against that moved implementation. A follow-up PR
splits the module back into focused files.

The new bundle path preserves the important cloud requirements loader
semantics where intended: account-scoped signed cache, 30 minute TTL, 5
minute refresh cadence, retry/backoff, auth recovery, and fail-closed
startup loading. The cached payload changes from a single requirements
TOML string to the backend-delivered bundle, and validation rejects
malformed config or requirements fragments before cache write/use.

24faf49b2a Remove plugin hooks feature flag (#22552)
# Why

This is a follow-up stacked on top of the `plugin_hooks` default-on
change. Once we are comfortable making plugin hooks part of the normal
plugin behavior, the separate feature flag stops buying us much and
leaves extra branching/cache state behind.

# What

- remove the `PluginHooks` feature and generated config-schema entries
- make plugin hook loading/listing follow plugin enablement directly
- drop plugin-manager cache/state that only existed to distinguish
hook-flag toggles
- remove tests and fixtures that modeled `plugin_hooks = true/false`
