## Why
Equivalent local source paths can fail to match an already-added marketplace, and redirected managed roots can lose their managed classification on Windows.
## What changed
- Compare local marketplace sources after filesystem normalization.
- Reuse the resolved request path when locating an existing local marketplace so retargeting a configured junction does not switch the returned root.
- Accept both the configured managed root and its canonical target on Windows while continuing to reject unowned aliases to that target.
## Testing
Add Windows regression tests for canonical and legacy path spellings, retargeted local-source junctions, and redirected managed roots with unowned aliases.

## What changed
Support `plugins._default.enabled` with explicit per-plugin `enabled` overrides. Omission preserves existing source and account enablement; configuration cannot activate a plugin disabled at its source. Plugin settings such as remembered tool approvals inherit the default unless `enabled` is explicitly set.
Apply the policy to plugin skills, MCP servers, Apps, and hooks, including selected executor roots and runtime configuration refreshes. Preserve the latest plugin policy when adding MCP dependencies and rebuild hooks when concurrent configuration updates replace their inputs.
Report effective enablement in `plugin/list`, `plugin/installed`, `plugin/read`, and `plugin/share/list`. Remote installation still installs disabled packages, but skips MCP and Apps authentication setup without writing an enablement override.
## Testing
Add regression coverage for default inheritance and explicit overrides, source-disabled plugins, policy refreshes during active turns, disabled or malformed selected plugin roots, and remote installation authentication behavior.

## Why
Skill selection and disabled-path matching need to recognize equivalent Windows paths across case and separator differences while preserving literal spaces, `%`, and `#` in native filenames.
## What changed
- Carry `PathUri` through skill metadata, discovery mappings, filesystem lookups, disabled-path sets, and invocation analytics.
- Match linked skill mentions and TUI selections by parsed path identity.
- Use `LegacyAppPathString` for app-server skill paths and regenerate schemas and SDK types, preserving native path strings on the wire.
- Preserve native catalog display paths and ordering. Keep host filesystem probes and configuration writes restricted to host-compatible paths.
## Testing
Add regression tests for Windows path identity and disabled-skill matching, literal filename characters, catalog resource reads, native path ordering, and foreign-path analytics normalization.

## Why
Destination restrictions and policy revocation must remain effective during redirects, response body reads, and established WebSocket traffic. Policy denials must also survive error handling so callers do not retry them or report a revoked operation as successful.
## What changed
- Route managed HTTP clients through a shared `RequestBuilder` and policy-aware execution, checking each redirect destination before route resolution and retaining a network permit while consuming response bodies.
- Guard WebSocket connection setup, reads, and writes with revocable permits, including independent wakeups for split readers and writers.
- Preserve `TransportError::Policy` through HTTP, SSE, and realtime error handling, and treat policy denials as non-retryable.
- Keep the supplied network policy in plugin startup HTTP requests and propagate response body failures from backend and plugin requests.
## Testing
Add regression coverage for rejection before connecting, revocation during redirect routing and streamed body reads, split WebSocket revocation, realtime writer error propagation, and revoked plugin upload responses.

## Why
Remote plugin requests always sent `OAI-Product-Sku: codex`, ignoring the existing `apps_mcp_product_sku` setting.
## What changed
Pass `apps_mcp_product_sku` through plugin configuration and use it for authenticated remote plugin requests, including discovery, search, installation, and sharing. Keep `codex` as the default and include the SKU when comparing remote service configurations.
## Testing
Extend app-server plugin listing and core agent-turn tests to check default and configured SKU headers. Update the CLI worktree test to wait for the user prompt's model request, skipping background title generation requests.

## What changed
- Add the experimental `amazonBedrockAccessKeys` app-server login flow, persist its credentials in the configured auth store, and use them for SigV4-signed Bedrock requests.
- Report `bedrockAccessKeys` as a distinct auth mode and document access-key login alongside AWS profile and environment credential setup.
- Clear the selected Bedrock provider, AWS settings, and Bedrock-specific model on logout while leaving external AWS credentials and `.env` untouched.
- Reject managed access-key login when higher-precedence configuration would prevent its region or profile settings from taking effect.
## Testing
- Cover access-key login, storage, request signing, configuration conflicts, status reporting, and logout cleanup.

## What changed
- Scope remote installed-plugin and loaded-plugin snapshots to the active account, and discard in-flight loads when the account changes.
- Serialize bundle reconciliation with direct installs and uninstalls, and use cache generations to prevent stale refreshes from overwriting newer state.
- Validate the complete installed-plugin snapshot before downloading bundles or removing stale cache entries, while retaining valid installed metadata when materialization fails.
## Testing
- Cover account changes during plugin loading, incomplete snapshots, refresh/reconciliation races, and reconciliation cancellation recovery.

## What changed
- Give `PluginsManager` a shared `AuthManager` instead of a separately mutable authentication-mode snapshot.
- Read the current authentication mode and credentials from that shared manager for plugin discovery, startup tasks, CLI commands, MCP setup, and external-agent migration.
- Update test helpers and coverage to exercise plugin projections and curated marketplace selection as authentication changes.

## What changed
- Stop parsing and exposing the `model` field from skill frontmatter.
- Remove the skill model delegation types and instruction generation.
GitOrigin-RevId: 01198c68c095da5062e8abec417cc3539099d9d5
## What changed
- Add an optional `model` field to parsed and loaded skill metadata.
- Recognize `model: luna` while ignoring unsupported model values without
preventing the rest of the skill metadata from loading.
## Testing
- Cover supported, absent, unsupported, and repaired frontmatter model values.
GitOrigin-RevId: 376b65555e81d29a5eae93cc4c2633aacf7cd7c8
## Why
The model provider does not reliably identify which curated plugin catalog is
available. ChatGPT authentication can be used with a custom provider, while an
unauthenticated session should use the API-compatible catalog regardless of its
provider.
## What changed
- Select the ChatGPT curated catalog only for authentication modes that use the
Codex backend; use the API curated catalog for API-key and unauthenticated
sessions.
- Initialize standalone plugin managers with the current authentication mode
across CLI, app-server, MCP, and external-agent migration paths.
- Preserve authentication mode while detecting and importing migrated plugins.
## Testing
- Cover catalog and skill routing across ChatGPT, API-key, unauthenticated,
Bedrock, and custom-provider configurations.
- Verify authenticated plugin migration uses the ChatGPT curated marketplace.
GitOrigin-RevId: 660a339ee8891c33aad961078d3a979242a6a166
## What changed
- Inject the host skill loader into `PluginsManager` so plugin discovery and agent turns use the same loading and product-policy behavior.
- Share plugin skill snapshots across those paths, preserving a consistent view of skills across workspaces.
- Apply migrated-command precedence after product filtering, allowing an eligible migrated command to replace a filtered native skill with the same name.
## Testing
- Add coverage for product-restricted plugin skills, native-versus-migrated command precedence, and the skills exposed to agent turns.
GitOrigin-RevId: f5ef0d0766ebeeb30d73ffaf044d003c2906ea4d
## Why
Amazon Bedrock configurations can operate without Codex auth, so auth mode alone
cannot determine which curated plugin marketplace to expose.
## What changed
- Pass the resolved model provider into plugin configuration.
- Select `openai-api-curated` when the resolved provider is `amazon-bedrock`,
while retaining API-key auth as a selection signal.
- Cover provider overrides and app-server plugin listing without an `auth.json`
file.
GitOrigin-RevId: 972a22e19c41490d8b19d989da052302dc30e8f2
## Why
Remote plugin requests did not use Codex's effective outbound proxy policy, so
they could bypass configured system proxy and PAC routing.
## What changed
- Route remote plugin catalog, mutation, sharing, upload, and bundle download
requests through the configured route-aware HTTP client.
- Select routes using the complete request URL, including encoded query
parameters and backend-provided signed upload or download URLs.
- Preserve standard Codex headers and suppress diagnostics for URLs or headers
that may contain credentials.
## Testing
Add coverage for route selection of catalog queries, workspace plugin uploads,
and backend-provided bundle download URLs.
GitOrigin-RevId: 106936659e21decf145b6ab4d4be84992e386861
## Why
The curated plugin startup sync can fall back from Git to HTTP, but those
requests did not use Codex's effective outbound proxy policy.
## What changed
- Thread the configured HTTP client factory into curated plugin sync.
- Route GitHub API, zipball, backup metadata, and returned download URLs
through the route-aware client when system proxy support is enabled.
- Preserve the existing default HTTP client behavior, including its custom CA
fallback, when system proxy support is disabled.
- Apply the standard Codex headers to startup-sync HTTP requests.
## Testing
Add coverage that records route selection for repository, archive, metadata,
and backend-supplied download URLs, and verifies standard headers are sent.
GitOrigin-RevId: e1ea13bdab58a84c9948a2c8b82a5ec5c964ea99
## Summary
- enable the remote plugin feature by default
- promote the remote plugin feature from under development to stable
- preserve the existing `features.remote_plugin` override for explicitly
disabling it
- keep legacy disabled-path coverage explicit in TUI and app-server
tests
## Impact
Remote plugin functionality is enabled by default for configurations
that do not set the feature flag. The existing Codex backend
authentication gate still applies.
## Validation
- `just fmt`
- `just test -p codex-features`
- `just test -p codex-tui
plugins_popup_remote_section_fallback_states_snapshot`
- targeted `codex-app-server` plugin-list and skills-list tests
- `git diff --check`
The full TUI and app-server suites were also exercised locally. All
remote-plugin-related coverage passed; unrelated local
sandbox/test-binary failures remain outside this change.
## Summary
- choose the local OpenAI curated marketplace manifest based on auth:
Codex backend auth gets the existing marketplace, direct provider auth
gets `api_marketplace.json`
- include Bedrock API key auth in the direct-provider API marketplace
path
- safely skip the API marketplace when `api_marketplace.json` is absent
## Validation
- `just fmt`
- `git diff --check origin/main...HEAD`
- CI should run the full validation
## Manual Testing
### - New api marketplace not available for API key sign
1. Safely not display anything from api marketplace
<img width="1161" height="289" alt="Screenshot 2026-06-15 at 21 37 43"
src="https://github.com/user-attachments/assets/a5f16642-8a20-4ac1-a0de-1274a4c7b5b2"
/>
### - New api marketplace for API key sign in
1. Setup api_marketplace.json
```
{
"name": "openai-curated",
"interface": {
"displayName": "Codex official"
},
"plugins": [
{
"name": "linear",
"source": {
"source": "local",
"path": "./plugins/linear"
},
"policy": {
"installation": "AVAILABLE",
"authentication": "ON_INSTALL"
},
"category": "Productivity"
}
]
}
```
2. Log in with API key, observe that only the defined plugin from
api_marketplace.json is available from "Codex Official" (outside of
local testing marketplaces)

/>
also checked functionality on codex app
### - SiWC users
Still uses 'default' marketplace.json and renders all plugins

/>
also checked functionality on codex app
## Notes
- `just test -p codex-core-plugins` was started locally before splitting
branches, but I stopped relying on local tests per follow-up and left
final validation to PR CI.
## Summary
- Remove the legacy startup remote plugin sync path that called
`/plugins/list` and reconciled curated plugin cache/config.
- Remove the `sync_plugins_from_remote` API, its result/error types,
startup marker task, and tests that expected the legacy request.
- Keep the current remote installed bundle sync and remote catalog flows
(`/ps/plugins/installed` and `/ps/plugins/list`) intact.
## Validation
- `just fmt`
- `git diff --check`
- `env HOME=/private/tmp/codex-xin-build-home
USERPROFILE=/private/tmp/codex-xin-build-home just test -p
codex-core-plugins`
- Searched for legacy `/plugins/list` sync references; remaining matches
are `/ps/plugins/list` catalog tests/code.
## Notes
- `just test -p codex-app-server plugin_list` is currently blocked
before running filtered tests by an unrelated compile error in
`app-server/tests/suite/v2/image_generation.rs`:
`app_test_support::McpProcess` is not exported.
## Summary
- Adapts the moved `codex-cloud-config` crate from the legacy cloud
requirements endpoint to the new config bundle endpoint.
- Switches runtime consumers from `CloudRequirementsLoader` to
`CloudConfigBundleLoader` so one shared bundle supplies cloud-delivered
config and requirements.
- Removes the legacy cloud requirements domain loader path.
## Details
This intentionally keeps `codex-cloud-config` monolithic for review
lineage: the previous PR establishes the crate move, and this PR shows
the behavior change against that moved implementation. A follow-up PR
splits the module back into focused files.
The new bundle path preserves the important cloud requirements loader
semantics where intended: account-scoped signed cache, 30 minute TTL, 5
minute refresh cadence, retry/backoff, auth recovery, and fail-closed
startup loading. The cached payload changes from a single requirements
TOML string to the backend-delivered bundle, and validation rejects
malformed config or requirements fragments before cache write/use.
# Why
This is a follow-up stacked on top of the `plugin_hooks` default-on
change. Once we are comfortable making plugin hooks part of the normal
plugin behavior, the separate feature flag stops buying us much and
leaves extra branching/cache state behind.
# What
- remove the `PluginHooks` feature and generated config-schema entries
- make plugin hook loading/listing follow plugin enablement directly
- drop plugin-manager cache/state that only existed to distinguish
hook-flag toggles
- remove tests and fixtures that modeled `plugin_hooks = true/false`
