External auth had two paths: provider-command credentials were resolved
through `ExternalAuth`, while app-provided ChatGPT credentials were
installed separately and only used the provider for refresh.
`ExternalAuth` also declared an auth mode independently from the
`CodexAuth` value it returned, so the declaration and credentials could
disagree.
This change makes the provider-owned `CodexAuth` authoritative for
initial resolution, credential kind, and refresh.
- remove `ExternalAuth::auth_mode` and require providers to return their
current auth from `resolve`
- route external auth registration, resolution, and unauthorized refresh
through `AuthManager::set_external_auth`
- keep the last resolved credential with its provider so synchronous
consumers and unauthorized recovery observe the credential's actual mode
- make the app-server bridge own both initial and refreshed ChatGPT
credentials, and detach it on logout

Helper threads such as task title generation can request a model ID that
is valid for the default OpenAI provider but unavailable from the active
provider. With Amazon Bedrock, `gpt-5.4-mini` is rejected while the
provider static catalog exposes Bedrock model IDs such as
`openai.gpt-5.5` and `openai.gpt-5.4`. This causes repeated background
404s and can surface a misleading turn error even when the main turn
succeeds.
Clients need an explicit way to ask app-server to resolve an unavailable
helper model to the active provider default. That fallback must remain
limited to providers with an authoritative static catalog so custom or
dynamically discovered model IDs are not rewritten based on an
incomplete catalog.
Fixes#28741.

- Add the experimental `allowProviderModelFallback` option to
`thread/start`, defaulting to `false` to preserve existing behavior.
- Thread the option through thread creation and model selection.

Adds the shared auth/system-proxy contract that later platform resolver
PRs plug into. This PR moves Codex-owned auth and startup HTTP clients
through a common route-aware boundary, but does not yet add Windows or
macOS system proxy resolution.
The default path remains unchanged when `respect_system_proxy` is absent
or disabled.
## Implementation
- Adds `codex-client/src/outbound_proxy.rs` with the shared
route-selection model:
- `OutboundProxyConfig`;
- `ClientRouteClass`;
- `RouteFailureClass`;
- `build_reqwest_client_for_route`.
- Preserves the existing reqwest/default-client behavior when no route
config is supplied.
- Uses the fixed MVP routing policy when route config is supplied:
platform system/PAC/WPAD discovery, then explicit env proxy variables,

## End-user behavior

- When `respect_system_proxy = true`, auth-owned clients opt into the
shared route-aware client path.
- On platforms without a resolver implementation in this PR, system
discovery is unavailable and the route-aware path falls back to explicit
env proxy handling, then direct connection.
- Custom CA handling remains separate from proxy route selection and
still runs through the shared client builder.
- No proxy URLs, PAC contents, or resolved platform details are exposed
through the public config surface introduced here.

Keep Bazel and Starlark files consistently formatted without requiring
contributors to install or version buildifier themselves.

- Add a SHA-256-pinned, cross-platform DotSlash manifest for buildifier
v8.5.1.
- Run buildifier from the shared `just fmt` and `just fmt-check` driver,
with Windows-safe explicit DotSlash invocation.
- Provision DotSlash in formatting CI and contributor devcontainers, and
document the source-build prerequisite.
- Apply the initial mechanical buildifier formatting baseline.

Windows Credential Manager limits generic credential blobs to 2,560
bytes. Large serialized ChatGPT auth payloads can exceed that limit, so
keyring-mode CLI auth needs a backend that keeps only the encryption key
in the OS keyring and stores the payload in Codex's encrypted
local-secrets file.

First-party async traits should expose their `Send` contracts explicitly
without requiring `async_trait`. This completes the migration pattern
established in #27303 and #27304.

return-position `impl Future + Send` where statically dispatched and
explicit boxed `Send` futures where object safety is required.
- Kept implementations behavior-preserving, outlining existing async

Codex needs to manage Amazon Bedrock API key credentials through the
existing auth lifecycle instead of introducing a separate auth manager
or provider-specific credential file. Treating Bedrock API key login as
a primary auth mode gives it the same persistence, keyring, reload, and
logout behavior as the existing OpenAI API key and ChatGPT modes.
The credential is valid only for the `amazon-bedrock` model provider.
OpenAI-compatible providers must reject this auth mode rather than
treating the Bedrock key as an OpenAI bearer token.
## What changed
- Added `bedrockApiKey` as an app-server `AuthMode` and
`CodexAuth::BedrockApiKey` as a primary `AuthManager` mode.
- Added `BedrockApiKeyAuth`, containing the API key and AWS region, to
the existing `AuthDotJson` payload stored in `$CODEX_HOME/auth.json` or
the configured keyring backend.
- Added `login_with_bedrock_api_key(...)`, parallel to
`login_with_api_key(...)`, which replaces the current stored login with
Bedrock credentials.

## Implementation
PAT auth is intentionally small and stateless. Loading a PAT performs
one AuthAPI metadata request, stores the hydrated metadata in the
in-memory auth object, and redacts the secret from debug output. Legacy
Agent Identity JWT handling remains unchanged. The shared access-token
classifier lives in a private neutral module because it dispatches
between both credential types.
PAT hydration fails closed when AuthAPI omits any required metadata,
including email. Hydrated metadata is intentionally not persisted:
startup performs a live `whoami` preflight so revoked tokens or changed
account metadata are not accepted from a stale cache.
## Workspace restriction scope
This change intentionally does **not** apply
`forced_chatgpt_workspace_id` to PAT authentication. The setting is a
client-side config guardrail, not an authorization boundary, and PAT
does not currently require workspace-ID parity. The PAT login and
`CODEX_ACCESS_TOKEN` paths therefore validate through AuthAPI without
threading workspace-restriction state through access-token loading.
Existing workspace checks for non-PAT auth remain on their established
paths.
## App-server compatibility
The public app-server `AuthMode` is shared across v1 and v2, and
PAT-backed auth reports `personalAccessToken` through both APIs.
Following human review, this intentionally removes the temporary v1
compatibility mapping that reported PATs as `chatgpt`; the deprecated v1
API is kept in parity with v2 rather than maintaining a separate closed
enum. Clients with exhaustive auth-mode handling in either API version
must add the new case and should generally treat it as ChatGPT-backed
unless they need PAT-specific behavior.
The v1 auth-status response still omits the raw PAT when `includeToken`
is requested because that response cannot carry the account metadata
needed to reuse the credential safely. Persisted PAT auth also omits the
new enum value so older Codex builds can deserialize `auth.json` and
infer PAT auth from the credential field after a rollback.

Model catalog responses can now advertise a nullable
`default_service_tier` for each model. Codex needs to preserve three
distinct states all the way from config/app-server inputs to inference:

catalog default when FastMode is enabled
- explicit `default`, meaning the user intentionally wants standard
routing
- explicit catalog tier ids such as `priority`, `flex`, or future tiers
Keeping those states distinct prevents the UI from showing one tier

## What Changed
- Plumbed `default_service_tier` through model catalog protocol types,
app-server model responses, generated schemas, model cache fixtures, and
provider/model-manager conversions.
- Added the request-only `default` service tier sentinel and normalized
legacy config spelling so `fast` in `config.toml` still materializes as
the runtime/request id `priority`.
- Moved catalog default resolution to the TUI/client side, including
recomputing the effective service tier when model/FastMode-dependent
surfaces change.
- Updated app-server thread lifecycle config construction so
`serviceTier: null` preserves explicit standard-routing intent by
mapping to `default` instead of internal `None`.
- Kept core responsible for validating explicit tiers against the
current model and stripping `default` before `/v1/responses`, without
applying catalog defaults itself.

Fixes#21070.
This is a small cleanup around model metadata handling for
gateway/provider model names. It follows the report and proposed
direction from @dkbush by keeping the fallback metadata warning useful
without repeating it every turn, and by tightening the existing
provider-prefix lookup path.
- Track fallback metadata warning slugs in session state so each
unresolved model warns once per session.
- Keep warning emission outside the session-state lock and preserve the
existing warning text.
- Allow one-segment provider prefixes with hyphenated provider IDs,
while preserving the multi-segment rejection behavior.
- Add focused coverage for warning dedupe and hyphenated provider-prefix
metadata matching.
Testing:
- Ran `just fmt`.
- Ran `git diff --check`.
- Added tests for the new warning dedupe and provider-prefix lookup
behavior.
## Why
The model list needs to carry display-ready service tier metadata so
clients can render tier choices with stable IDs, names, and
descriptions. A raw speed-tier string list is not enough for richer UI
copy or future tier labels.
## What changed
- Added `ModelServiceTier` to shared model metadata with string `id`,
`name`, and `description` fields.
- Added `service_tiers` to `ModelInfo` and `ModelPreset`, preserving
empty defaults for older cached model payloads.
- Exposed `serviceTiers` on app-server v2 `Model` responses and threaded
it through TUI app-server model conversion.
- Marked legacy `additional_speed_tiers` / `additionalSpeedTiers`
metadata as deprecated in source and generated schema output.
- Regenerated app-server protocol JSON schema and TypeScript fixtures,
including `ModelServiceTier.ts`.
## Verification
- Ran `just write-app-server-schema`.
- Did not run local tests per repo instruction; relying on PR CI.

## Summary
AgentIdentity auth previously registered the process task lazily behind
a `OnceCell`. That meant the auth object could be constructed before its
runtime task binding was known.
This PR makes AgentIdentity auth load the runtime task at auth load time
and stores the resulting process task id directly on the auth object.
The model-provider call path can then read a concrete task id instead of
handling a missing lazy value.

## Design decisions
AgentIdentity auth now treats task registration as part of constructing
a usable auth object. That matches how callers use the value: once auth
is present, the model-provider path expects the task-scoped assertion
data to be ready.

fix, and Bazel lock check.

places even though some auth sources now need async work. This PR makes
the auth-loading surface async and updates the callers to await it.

The scheduled rust-release-prepare workflow force-pushed
`bot/update-models-json` back to the generated models.json-only diff,
which dropped the test and snapshot updates needed for CI.
This PR keeps the latest generated `models.json` from #18735 and adds
the corresponding fixture updates:
- preserve model availability NUX in the app-server model cache fixture
- update core/TUI expectations for the new `gpt-5.4` `xhigh` default
reasoning
- refresh affected TUI chatwidget snapshots for the `gpt-5.5`
default/model copy changes

## Why
`codex-models-manager` had grown to own provider-specific concerns:
constructing OpenAI-compatible `/models` requests, resolving provider
auth, emitting request telemetry, and deciding how provider catalogs
should be sourced. That made the manager harder to reuse for providers
whose model catalog is not fetched from the OpenAI `/models` endpoint,
such as Amazon Bedrock.
This change moves provider-specific model discovery behind
provider-owned implementations, so the models manager can focus on
refresh policy, cache behavior, picker ordering, and model metadata
merging.
## What Changed
- Introduced a `ModelsManager` trait with separate `OpenAiModelsManager`
and `StaticModelsManager` implementations.
- Added `ModelsEndpointClient` so OpenAI-compatible HTTP fetching lives
outside `codex-models-manager`.
- Moved `/models` request construction, provider auth resolution,
timeout handling, and request telemetry into `codex-model-provider` via
`OpenAiModelsEndpoint`.
- Added provider-owned `models_manager(...)` construction so configured
OpenAI-compatible providers use `OpenAiModelsManager`, while
static/catalog-backed providers can return `StaticModelsManager`.
- Added an Amazon Bedrock static model catalog for the GPT OSS Bedrock
model IDs.
- Updated core/session/thread manager code and tests to depend on
`Arc<dyn ModelsManager>`.
- Moved offline model test helpers into
`codex_models_manager::test_support`.

The response returned the Bedrock catalog with `openai.gpt-oss-120b-1:0`
as the default model and `openai.gpt-oss-20b-1:0` as the second listed
model, both text-only and supporting low/medium/high reasoning effort.
## Summary
This PR adds `CodexAuth::AgentIdentity` as an explicit auth mode.
An AgentIdentity auth record is a standalone `auth.json` mode. When
`AuthManager::auth().await` loads that mode, it registers one
process-scoped task and stores it in runtime-only state on the auth
value. Header creation stays synchronous after that because the task is
initialized before callers receive the auth object.
This PR also removes the old feature flag path. AgentIdentity is
selected by explicit auth mode, not by a hidden flag or lazy mutation of
ChatGPT auth records.

## Design Decisions
- AgentIdentity is a real auth enum variant because it can be the only
credential in `auth.json`.
- The process task is ephemeral runtime state. It is not serialized and
is not stored in rollout/session data.
- Account/user metadata needed by existing Codex backend checks lives on
the AgentIdentity record for now.
- `is_chatgpt_auth()` remains token-specific.
- `uses_codex_backend()` is the broader predicate for ChatGPT-token auth
and AgentIdentity auth.

## Why
Codex needs a first-class `amazon-bedrock` model provider so users can
select Bedrock without copying a full provider definition into
`config.toml`. The provider has Codex-owned defaults for the pieces that
should stay consistent across users: the display `name`, Bedrock
`base_url`, and `wire_api`.
At the same time, users still need a way to choose the AWS credential
profile used by their local environment. This change makes
`amazon-bedrock` a partially modifiable built-in provider: code owns the
provider identity and endpoint defaults, while user config can set
`model_providers.amazon-bedrock.aws.profile`.
For example:

- During config loading, only `aws.profile` is copied from the
user-provided `amazon-bedrock` entry onto the built-in provider. Other
Bedrock provider fields remain hard-coded by the built-in definition.
- Updated the generated config schema for the new provider AWS profile
config.
- Replace the active models-manager catalog with the deleted core
catalog contents.
- Replace stale hardcoded test model slugs with current bundled model
slugs.
- Keep this as a stacked change on top of the cleanup PR.
