Bump the Python SDK build backend to uv_build 0.13 (#59512)

## What changed

Update the Python SDK build requirement and release tooling to use `uv_build>=0.13.0,<0.14`. Refresh the release tooling lockfile from version `0.11.33` to `0.13.6`.
