Remove the Bazel JVM override for Windows ARM64 voice builds (#51426)

## What changed

Stop setting `BAZEL_HOST_JVM_ARG=-Xint` in the Windows release workflow and remove support for forwarding `BAZEL_HOST_JVM_ARG` as `--host_jvm_args` in `.github/scripts/run-bazel-ci.sh`.
