Narrow openai-docs to product Q&A and first-time API setup (#59944)

## What changed

Refocus `openai-docs` on Codex and ChatGPT Work behavior and first-time API integrations. Skip API questions about existing integrations, action requests, and tasks fully answered by supplied text or data. Retain model migration guidance when users explicitly invoke `$openai-docs`.

Replace the broad routing workflow with guidance to check available tools and settings, consult documentation for the relevant product surface, and verify recent changes through the changelog and linked client changes or tests.

Update the skill's display metadata and affected skill catalog snapshots to match.
