Use shared Bazel CI preparation for lint and V8 jobs (#54672)

## What changed

- Switch argument-comment lint, rusty-v8 release, and V8 canary jobs to `prepare-bazel-ci` to restore repository caches and configure execution logs. Use `bazel-argument-comment-lint` and `bazel-v8` cache scopes.
- Include changes to `prepare-bazel-ci` in V8 canary path detection.
- Pass `BUILDBUDDY_API_KEY` to the `MODULE.bazel.lock` check.
