Align development API port to 8082
...
Use port 8082 for UI development endpoints, VS Code debugging, and devcontainer forwarding. Allow overriding the UI API port with REACT_APP_AGENT_API_PORT and document the matching backend setup.

Switch devcontainers to Debian Trixie for the required glibc version and add automated MoQ package tests, Agent linking, and version checks through a script and VS Code task.
