fix(ci): allow native build scripts under pnpm 12's allowBuilds

The fedora-44 runner image now ships pnpm 12.11, which ignores
onlyBuiltDependencies/ignoredBuiltDependencies, so `pnpm rebuild @swc/core
esbuild` fails with ERR_PNPM_IGNORED_BUILDS. That has broken every web build
(push deploys and the nightly refresh) since 2026-09-28. Replace the lists
with the `allowBuilds` map, which pnpm 12 honours and pnpm 10.30 also reads.
Verified install --frozen-lockfile + rebuild under both versions.
