Initial workspace scaffold

Cargo workspace with 5 crates: buh-entity (pure data structs),
buh-data (Turso/libsql data access), buh-util (scraper, rules,
processor, sync modules), buh-cli (binary "buh" with client/daemon
subcommands), and buh-ws (axum WebSocket server).
