From 17:32 every Ref pool read came back FastNEAR 429, minute after minute: a restart fires discovery pages, pool and order-book views, supply and balance reads and inventory at once, from one office address, against an endpoint measured at about two requests a second sustained. Every call to a public view endpoint now passes one process-wide gate, 600 ms apart. Worse than the outage, the pool loop read an empty pool list after a failed discovery and published it, so the market page said no Ref DCL pool holds QTC — "could not list" turned into "there are none". The slot now stays unread until a discovery has succeeded; one that succeeds and finds none is still published as none.
