Enables [chains.intents] for quantus: asset nep141:qtc.omft.near, read from https://near.internal (neard on frankie, tracking intents.near's shard), with view calls left on FastNEAR. start_height is the oldest block our node holds, 218,346,736 — a sound floor because qtc.omft.near held no supply at 218,369,028, so nothing can have traded before it, and it keeps the whole backfill on our node rather than on a throttled archive. The gate test that kept this off becomes a parse test that expects it on.
