A deposit locks in custody before NEAR mints, and a withdrawal burns on NEAR before custody releases, so between a movement and the next NEAR supply read (every five minutes) `locked_less_minted` can sit either side of zero with nothing wrong. `gap_settled` says whether the supply was read at least a minute after the newest custody movement; the panel raises its alert only then, and explains a transient gap instead of alarming on it.
